C 05/013 Election of Mayor
It was proposed by Councillor Hickmott, seconded by Councillor Dobson and

RESOLVED: That Councillor D Still be elected Mayor for the current municipal year.

The Mayor, having made and subscribed the statutory declaration of acceptance of office, was invested by the retiring Mayor with the Badge and Chain of Office, assumed the Chair and thanked Members for his election.
C 05/014 Vote of Thanks to Retiring Mayor
It was proposed by Councillor Worrall, seconded by Councillor Thornewell and

RESOLVED: That the Council's sincere appreciation be recorded of the excellent manner in which the retiring Mayor, Councillor P Homewood, had performed his duties both in the Council Chamber and throughout the Borough during the preceding year.
C 05/015 Appointment of Deputy Mayor
It was proposed by Councillor Heslop, seconded by Councillor Thornewell and

RESOLVED: That Councillor R Dorling be appointed Deputy Mayor for the current municipal year.

The Deputy Mayor made and subscribed the statutory declaration of office and thanked Members for his appointment.
C 05/016 Minutes
RESOLVED: That the Minutes of the proceedings of the meeting of the Council held on 26 April 2005 be approved as a correct record and signed by the Mayor, subject to the amendment of the fourth paragraph of the Leader's Announcements to read:

'The Leader advised that Phase 3 of the green waste and cardboard collection service had been introduced on 25 April raising the number of properties involved to 12,000. He reminded Members that Phase 1 had included 1100 properties and he anticipated that 18,000 properties would be included by the end of Phase 4. This represented an increase of households involved of one thousand, five hundred and thirty six percent. In addition, he estimated that, using current assumptions about tonnages, the 18,000 properties would provide an annual composting rate of 11.5% compared to the 0.8% produced by Phase 1. He advised that this represented an increase in the composting rate of one thousand, three hundred and thirty seven percent.'
C 05/017 Mayor's Announcements.
Business
The Mayor announced that he had appointed the Reverend Derek Hills as his Chaplain and advised that the Civic Service would be held at the Baptist Church, Tonbridge on Sunday 5 June 2005 and that the garden party would be held on Thursday 15 September 2005 at Tonbridge Castle. He advised Members that the annual cricket match against Maidstone Borough Council would be held at West Malling Cricket Club on Sunday 31 July 2005. The Mayor nominated Leybourne Grange Riding Centre for Disabled and Volunteer Centres at Tonbridge and West Malling as his charities and advised that he also intended to support the Save the Children Fund with the proceeds from a ‘one-off' event.

Business
Members were invited to confirm the Scheme of Delegations in compliance with the Constitution.
RESOLVED: That

(1) those parts of the Scheme of Delegations set out in Part 3 of the Constitution which are for the Council to approve be confirmed;

(2) the current arrangements for decision-making by individual executive Members set out in Part 3 of the Constitution be re-adopted; and

(3) the current scheme of delegation to officers in respect of executive functions contained in Part 3 of the Constitution, be re-adopted.

C 05/017The Mayor announced that he had appointed the Reverend Derek Hills as his Chaplain and advised that the Civic Service would be held at the Baptist Church, Tonbridge on Sunday 5 June 2005 and that the garden party would be held on Thursday 15 September 2005 at Tonbridge Castle. He advised Members that the annual cricket match against Maidstone Borough Council would be held at West Malling Cricket Club on Sunday 31 July 2005. The Mayor nominated Leybourne Grange Riding Centre for Disabled and Volunteer Centres at Tonbridge and West Malling as his charities and advised that he also intended to support the Save the Children Fund with the proceeds from a ‘one-off' event.
