C 09/001 Declarations of interest
 There were no declarations of interest made in respect of items recommended to the Council.
C 09/002 Members' Allowances - Report of Independent Remuneration Panel
 The report of the Chief Executive set out details of the issues addressed in the report of the Joint Independent Remuneration Panel following its recent review of Members' Allowances.

Members of the Council received a short presentation from Mr Geoff Thomlinson and Mr Colin Wilby of the Joint Remuneration Panel which outlined the recommendations in their report.


RESOLVED: That

(1) the Joint Independent Remuneration Panel be thanked for the thorough review it had undertaken and the logical and well evidenced recommendations made;

(2) the recommendations of the Joint Independent Remuneration Panel be accepted in full subject to (3) and (4) below;

(3) in recognition of the Council's difficult budgetary situation, the current level of recommended allowances (arising from the Joint Independent Remuneration Panel report received in February 2008) be maintained for 2009/10, with the exception of the Special Responsibility Allowances for Group Leaders which will be paid at the recommended level for 2009/10 and are additional to any other SRAs payable, and Carers Allowances which will also be paid at the level recommended by the Joint Independent Remuneration Panel for 2009/10; and

(4) over a 4 year transition period, allowances will move towards those recommended by the Panel with the intention that by year 4 of the transition the Panel's recommendations will be in force in full with annual indexation applied utilising the latest available Annual Survey of Hours and Earnings (ASHE) data for Tonbridge and Malling as recommended by the Joint Independent Remuneration Panel.
