C 10/022 Minutes
RESOLVED: That the Minutes of the meeting of the Council held on 18 February 2010 be approved as a correct record and signed by the Mayor.
C 10/023 Mayor's Announcements.
The Mayor presented Emily Dibble with the Coach of the Year 2010 Award in recognition of her contribution to coaching and development of junior cricket in Tonbridge and Malling.

The Mayor presented Sheila Camis with a Lifetime Achievement Award in recognition of her involvement with the Maidstone and Malling Netball League for almost 40 years.

The Mayor invited Members to complete the entry forms to guess the total number of events she had attended in her mayoral year and to return the forms to the Mayor's Office by 7 May 2010.

She advised Members that, since the previous meeting of Council, she had attended a Chinese New Year Party hosted by the Kut-O Association of Medway; visited Aylesford Paper Mill; attended the 150th Anniversary of the Cadet Movement at Tonbridge School; visited the new Olympic Park and been present at a Citizenship ceremony at County Hall, Maidstone. She had also attended excellent performances of 'Stardusters', 'The Little Shop of Horrors' and 'Les Miserables' at Malling School, Holmesdale Technology College and Weald of Kent Grammar School, Tonbridge respectively.

The Mayor advised that several Mayors and Chairmen from other Kent authorities had joined her on an excellent guided walk of historic Tonbridge and an exclusive visit to Ightham Mote on 16 March.

She thanked Members for their support of 'Blues Brothers' concert at Ditton on 26 March and those who had participated in the sponsored bike ride on 11 April. She advised that the former event had raised approximately £600 for her charities and that monies were still being received for the bike ride. Members noted that the Mayor intended to present cheques to her nominated charities on 10 May.

C 10/026 Leader's Announcements.
The Leader identified a number of schemes across the Borough which had benefitted the community over recent months. Particular reference was made to action taken, often in partnership with the County Council, parish councils or local groups, to provide additional primary school places, improve the highway network, overcome car parking problems, provide home improvements and support to vulnerable households, support young people and improve leisure facilities.

C 10/031 Changes to the Constitution
The Monitoring Officer's report advised that, following the appointment of the Legal Services Partnership Manager, the Constitution required amendment to reflect the change in title of the former Chief Solicitor post (Minute C 10/020 refers).

RESOLVED: That the Monitoring Officer be authorised to amend the Constitution to give effect to the changes set out in paragraph 1.1.3 of the report.
C 10/032 Programme of Meetings 2010/11
The Chief Executive submitted a proposed programme of meetings for the remainder of this year and to May 2012. He invited Members to submit any comments on the proposed programme as soon as possible to enable consideration of a final version at the Annual Council Meeting on 11 May 2010. The Chairman of the Scrutiny Committee requested that the programme be amended to move the meeting of that committee from 14 September to 11 October 2010.

RESOLVED: That the programme of meetings for 2010/11 be approved and submitted to Annual Council on 11 May 2010 for final confirmation.
C 10/033 Sealing of Documents
RESOLVED: That authority be given for the Common Seal of the Council to be affixed to any instrument to give effect to a decision of the Council incorporated into these Minutes and proceedings.
