Consideration was given to the recommendations of the meeting of the Cabinet held earlier that evening regarding approval of the council tax base for 2013/14 and the NNDR1 return (estimate of the amount to be collected in respect of national non-domestic rates). A copy of the NNDR1 form was available for inspection at the meeting.

RESOLVED: That the recommendations at Minute CB 13/006 be adopted.
C 13/003 Technical Changes to Council Tax and Clarification of the Council's Council Tax Reduction Scheme.

Consideration was given to the recommendations of the meeting of the Cabinet held earlier that evening regarding clarification of the local council tax reduction scheme following publication of the regulations relating to council tax discounts and exemptions.

A copy of the default scheme was presented to the Council.

RESOLVED: That the recommendations at Minute CB 13/007 be adopted.
C 13/004 Sealing of Documents
RESOLVED: That authority be given for the Common Seal of the Council to be affixed to any instrument to give effect to a decision of the Council incorporated into these Minutes and proceedings.
C 13/005 Mr David Hughes - Last Meeting
The Deputy Mayor advised that this was the last meeting of the Council to be attended by David Hughes, Chief Executive, before his move to Gravesham Borough Council. He expressed his personal thanks and appreciation on behalf of the Council for Mr Hughes' outstanding service.
The meeting ended at 2005 hours, having commenced at 2000 hours
