RESOLVED: That Councillor H S Rogers be elected Mayor for the ensuing municipal year.

The Mayor, having made and subscribed the statutory declaration of acceptance of office, was invested with the Badge and Chain of Office, assumed the Chair and thanked Members for his election.
C 13/044 Vote of Thanks to Retiring Mayor

RESOLVED: That the Council's sincere appreciation be recorded of the excellent manner in which the retiring Mayor, Councillor D A S Davis, had performed his duties both in the Council Chamber and throughout the Borough during the preceding year.
C 13/045 Election of Deputy Mayor

RESOLVED: That Councillor Mrs S L Luck be appointed Deputy Mayor for the ensuing municipal year.

C 13/046 Minutes
RESOLVED: That the Minutes of the proceedings of the meeting of the Council held on 16 April 2013 be approved as a correct record and signed by the Mayor.
C 13/047 Mayor's Announcements.
The Mayor announced that he had appointed the Reverend Paul White as his Chaplain and the Civic Service would be held at St Mary's Church, Hadlow on Sunday 30 June. The Mayor indicated that his nominated charities were the Kenward Trust and Tonbridge Child Contact Centre and he would adopt the "Love where you live" theme for his year of office. He gave notice of some forthcoming events including the Dambusters 70th Anniversary event at Kings Hill on 16 May, the Tonbridge Taster Dragon Boat Race on 23 June, his Garden Party at Hadlow College on 8 August and the annual cricket match against Maidstone Borough Council at Hadlow on 18 August.

Other fundraising events being planned included a repeat of the successful karting evening at Buckmore Park, a candlelit tour and supper at Ightham Mote, a pre-Christmas cake sale and tea, a New Year Call My Bluff evening and a spring treasure hunt.

The Mayor also advised that he was planning a sponsored "ringathon" as part of a relay team ringing the bells in all 18 churches in the Borough with a full ring. Further details of all events would be available in due course.
C 13/048 Arrangements for Committees, Advisory Boards and Panels
The joint report of the Leader of the Council and Chief Executive set out a number of changes to advisory boards to reflect revised Cabinet portfolios and the rationalisation of those boards and panels which rarely met.

RESOLVED: That the proposals set out in section 1.1 of the report be approved and the Monitoring Officer be authorised to make the appropriate consequential amendments to the Council's Constitution where these are needed to give effect to the proposals.
C 13/049 Changes to the Constitution
The report of the Director of Central Services and Monitoring Officer sought agreement to changes to the Constitution to give effect to a number of decisions of the Council in respect of the management structure and a recommendation of the Joint Employee Consultative Committee. Consideration was also given to delegating authority to the Monitoring Officer to make future changes to the Constitution to give effect in a more timely way to decisions taken by the Council, Cabinet or a Committee.

RESOLVED: That

(1) the Monitoring Officer be authorised to make the appropriate consequential amendments to the Council's Constitution to give effect to:

(a) the re-designation of the post of Director of Health and Housing to the Director of Street Scene and Leisure;

(b) the transfer of all functions, duties, responsibilities and delegations/ appointments associated with the post of Chief Leisure Officer to the Director of Street Scene and Leisure;

(c) the re-designation of the post of Director of Planning, Transport and Leisure to the Director of Planning, Housing and Environmental Health;

(d) the transfer of all functions, duties, responsibilities and delegations/ appointments associated with the post of Director of Health and Housing to the Director of Planning, Housing and Environmental Health and the Director of Street Scene and Leisure, as set out at Annex 1 to the report;

(2) the Monitoring Officer be authorised to amend the Constitution for the Joint Employee Consultative Committee so that the Chairman and Vice Chairman are appointed from amongst the serving Borough Council members; and

(3) delegated authority be granted to the Monitoring Officer to make any necessary amendments to the Constitution to give effect to any decision of the Council, Cabinet or a Committee.
C 13/050 Political Balance Arrangements for Committees
The report of the Director of Central Services and Monitoring Officer set out details of the political balance arrangements required to be applied to the Council's committees, sub-committees, advisory boards and panels.

RESOLVED: That

(1) the composition of all committees, sub-committees, advisory boards and panels be approved in accordance with the table set out at paragraph 1.1.3 of the report; and

(2) the Monitoring Officer be authorised to make any consequential amendments to the Council's Constitution in respect of political balance.

C 13/056 Scheme of Delegations
Members were invited to confirm the Scheme of Delegations in compliance with the Constitution.

RESOLVED: That

(1) those parts of the Scheme of Delegations set out in Part 3 of the Constitution which are for the Council to approve be confirmed;

(2) the current arrangements for decision making by individual executive Members set out in Part 3 of the Constitution be re-adopted; and

(3) the current scheme of delegation to officers in respect of executive functions set out in Part 3 of the Constitution be re-adopted.
C 13/057 Programme of Meetings 2013/14
The Chief Executive presented the programme of Council, Cabinet, Committee and Advisory Board and Panel meetings for the ensuing year and to August 2015.

RESOLVED: That the programme of meetings be confirmed.
C 13/058 Sealing of Documents
RESOLVED: That authority be given for the Common Seal of the Council to be affixed to any instrument to give effect to a decision of the Council incorporated into these Minutes and proceedings.
