C 13/085 Minutes

C 13/087 Mayor's Announcements.
The Mayor encouraged Members to view his journal on the website where a record was kept of the 160 events attended to date. He highlighted a number of memorable occasions since the last meeting including the Kent International Scout Jamboree at Detling, the "blindfold walk" in Tonbridge High Street organised by the RNIB and the Older Persons' Information Day at the Angel Centre which had been well attended with a large number of stands. The Mayor had participated in many schools' events and particularly mentioned the Trafalgar Day celebration at Wouldham Primary School.

Referring to the range of events attended at the invitation of the mayors of other Kent and south eastern authorities, the Mayor indicated that the resulting contacts provided opportunities for promoting the Council and he offered to utilise those connections on behalf of other councillors as appropriate.

Members were advised of a number of successful mayoral events including the garden party at Hadlow College and winning the cricket match against Maidstone Borough Council for the sixth year in succession. Councillor Russell Lancaster then presented the Cricket Cup to the Mayor. Particular attention was drawn to the karting competition at Buckmore Park and the sponsored "Ringathon" which had raised £1,400 and over £4,000 respectively for the Mayor's charities.

The Mayor then gave notice of forthcoming events such as the Remembrance Day services the following weekend; Christmas Festival and switching on of lights in Tonbridge and Snodland; a charity "Cake off" and sale at the Gibson Building on 4 December; Call My Bluff at Hadlow College on 22 February; Oast Theatre performance of "Tom Jones" on 25 March; and a treasure hunt and pudding evening in April.

C 13/090 Leader's Announcements.
The Leader announced that the theme of his remarks was to celebrate success, achievements and delivery across the Council's communities. He drew attention to the news that Snodland Town Council had secured £50,000 National Lottery funding towards the extension of the local community centre to provide new changing rooms, hall, kitchen and bar facilities. Much of the cost of the project would be covered from a developer agreement with further grants from Kent County Council and the Snodland Partnership.

The Leader advised that the restoration of Hadlow Tower had recently won an English Heritage Angel Award, founded by Andrew Lloyd Webber to reward local people in saving their heritage.

Members were informed that the Tonbridge Allotments Association had repeated its achievement of the previous year in winning many of the Kent Allotments and Gardens Council trophies including the prestigious Medway Cup.

The Leader was pleased to report that 22 participants in the Young Leaders in Cricket Programme had received their awards at Lords Cricket Ground. Following a presentation to the Local Strategic Partnership in July 2013, the decision had been taken to pilot the scheme in East Malling and Snodland, the first Kent council to do so. Thanks were offered to Peter Robinson in driving the scheme and for all his efforts in organising cricket coaching in the Borough.

The Council was advised that at the recent Charity Times Awards Royal British Legion Industries had been awarded the top accolade of Charity of the Year 2013 for outstanding service to its beneficiaries, being clear in its goals and strategy and demonstrating all round excellence. Congratulations were extended to Steve Sherry, chief executive, and all staff at RBLI. The Leader also reported that following representations that he and the Chief Executive had made to Kent County Council, a pilot of the Family Focus programme would be delivered via Aylesford Royal British Legion Village in partnership with the RBLI. He anticipated that the scheme would make a real difference to individuals for the benefit of their families and community.

The Leader was pleased to confirm that a new scheme was now in place for assessing housing applications and allocating housing association properties across the Borough with the emphasis on provision of housing for those with local connections. Appreciation was expressed to the Chief Housing Officer and colleagues for meeting the deadline for reassessing households to be registered under the new scheme.

Referring to the establishment of the new Tonbridge and Malling Leisure Trust on 1 November, the Leader on behalf of the Council wished Martin Guyton, the Trust chief executive, and his colleagues every success in the continued delivery of high quality leisure services within the Borough. He expressed appreciation of the efforts of leisure, legal, financial and personnel staff in achieving the significant transfer of staff and associated services to the Trust.

Finally, the Leader made reference to the major exhibition of the proposals for the regeneration of Tonbridge Town Centre that had taken place over 11 and 12 October, attracting over 1,500 visitors. The preparation for the exhibition and the event itself had been a substantial task and thanks were recorded to the Chief Executive and all staff involved.

The report of the Director of Central Services advised that the Council had been invited to consider the re-nomination of Councillor A Sullivan as a Trustee of the Hospital of the Holy Trinity, Aylesford for a further four year term.

RESOLVED: That Councillor A Sullivan be re-nominated as a Trustee of the Hospital of the Holy Trinity for a further four year term of office.
