The report of the Chief Executive reviewed progress against previously published improvement actions to achieve the Council's key priorities for 2010/11 and sought Members' endorsement of the full year outturn. RECOMMENDED: That the outturn position for the 2010/11 key improvement priorities, as set out in Annex 1 of the report, be endorsed. |

Review of Planning Enforcement - Interim Report |
The Director of Planning, Transport and Leisure's report updated Members on progress made with the review following the initial discussions based on the Scoping Report to the last meeting of the former Scrutiny Committee on 8 March 2011. The Director of Planning, Transport and Leisure also advised that it was very much an interim report and there was still work to be done, but also an opportunity to inform new Members. Members noted the variances on enforcement cases between the three areas covered by the planning committees, and also emphasised the importance of ensuring as far as possible that development proceeded in accordance with permissions granted, whilst recognising the constraints that currently applied in the application of planning enforcement. The importance of liaison with other regulatory services was recognised and should be covered by the review. A possible training issue for Members with regard to understanding the enforcement process was discussed. Members agreed that it would be useful to have some external input into the review process and suggested that Conservation Groups, the Tonbridge Civic Society, Parish Councils, representatives from the development industry, private sector Approved Inspectors and possibly representatives of the Magistrates Court be engaged. RESOLVED: That the contents of the interim report be noted and the final report on the review be made following consultation with the groups identified. |

Committee Work Programme |
The Chief Executive's report updated the work programme for the Committee for the coming year. Members considered the potential areas for review as outlined in Annex 1 of the report. It was suggested that Licensing be reviewed but agreed that this may be better looked at later on considering the possibility of proposed reforms. RESOLVED: That (1) the work programme for the Overview and Scrutiny Committee for the next municipal year be: - the continuation of the review on Planning Enforcement - Kent Highways - Winter Maintenance Preparedness (subject to Kent County Council's agreement to the review) - Air Quality Monitoring - Supporting People Programme (not to commence until after January 2012); (2) National and West Kent Waste Strategies; Parking Management and Enforcement; Deposit Bond/Rent Deposit/Rent in Advance Scheme; and Licensing be reconsidered for review at a later date; and (3) Overview and Scrutiny Panels be formed (subject to gaining the required agreement of any outside organisations concerned) to consider the reviews on Planning Enforcement, Kent Highways - Winter Maintenance Preparedness and Air Quality Monitoring, membership to be drawn from this Committee and approved by the Chairman. |
