RESOLVED: That the Minutes of the meeting of the Licensing and Appeals Committee held on 26 January 2009 be approved as a correct record and signed by the Chairman.
LA 09/016 Minutes
RESOLVED: That the Minutes of the meeting of the Licensing and Appeals Committee, sitting as a Panel, held on 26 January 2009 be approved as a correct record and signed by the Chairman subject to the amendment of Minute LA 09/009 (1) to read:

"1. the hours of operation shall be 10.00 to 23.00 hours Monday to Thursday; 10.00 to 23.30 hours Friday and Saturday and 10.00 to 22.30 hours on Sunday and the premises shall be closed no later than half an hour afterwards;".

DECISIONS TO BE TAKEN BY THE COMMITTEE
LA 09/018 Annual Review of Licence Fees in respect of Hackney (Taxi) and Private Hire Licensing
Further to Minute LA 09/006 of the meeting of the Licensing and Appeals Committee held on 26 January 2009, the Central Services Director reported that objections had been received to the proposed fees for Hackney Carriage and Private Hire Licensing. The report set out details of the issues raised in the objections and at a meeting with representatives of the Taxi and Private Hire trade held on 18 February 2009. Concern was expressed about the frequency of testing vehicles; the lack of information about 'best practice' at a national level in respect of vehicle testing; uncertainty about the testing regime pending the review of the contract for vehicle testing and compliance; and the lack of clarity about the age and requirements regarding the provision of fully wheelchair accessible vehicles. It was acknowledged that a fundamental review of Hackney Carriage and Private Hire Licensing was required.

RESOLVED: That consideration of the Licence Fees in respect of Hackney Carriage and Private Hire Licensing be deferred to the meeting of the Licensing and Appeals Committee to be held on 15 June 2009.
MATTERS SUBMITTED FOR INFORMATION
LA 09/019 Waterloo Road - Update on Issues concerning the Taxi Rank and unlawful parking
The Central Services Director's report highlighted the issues discussed at the meeting with representatives of the Taxi and Private Hire trade held on 18 February 2009 regarding unlawful parking and associated noise and pollution problems arising from the Taxi Rank in Waterloo Road, Tonbridge. The report identified a number of areas for investigation which could alleviate the problems experienced by local residents and the taxi operators and drivers.

RESOLVED: That the report be received and noted.
