DECISIONS TAKEN UNDER DELEGATED POWERS IN ACCORDANCE WITH PARAGRAPH 3 (OR 2), PART 3 OF THE CONSTITUTION
LA 09/034 Amendments to Hackney Carriage Stands in Tonbridge
The report of the Central Services Director reminded Members of problems which had arisen in the Waterloo Road area of Tonbridge in respect of the existing taxi rank and outlined details of works to be undertaken by Kent Highway Services, in conjunction with Network Rail, to improve pedestrian safety around the entrance to Tonbridge Station. The report set out details of a number of proposals to amend taxi stand provision in the vicinity of the station and to increase provision across the town to relieve the problems experienced around the station. A copy of the proposed amendment to the regulations covering the provision of taxi stands in Tonbridge was appended to the report and details of comments received during the public consultation period were circulated at the meeting. The Committee gave careful consideration to the proposals and requested that a report be submitted to the Committee in early 2010 to review the impact of the changes, with particular reference to the area of the Station.

RESOLVED: That

(1) the proposed stands in Station Approach and River Walk, Tonbridge not be included in the amendment to the regulations;

(2) The Borough of Tonbridge and Malling (Taxi Ranks) Regulations 2004 be amended by inserting the following additional entries in Part 1 of the Schedule to those regulations:

1. Three taxi stands on the south side of Avebury Avenue, Tonbridge between High Street and River Lawn Road;

2. Two taxi stands in the turning head on the north side of the Botany, Tonbridge;

3. Two taxi stands on the south side of Bradford Street, Tonbridge between the High Street and River Walk; and

4. Two taxi stands on the east side of High Street, Tonbridge, north of Lyons Crescent.

(3) the appointment of the hackney carriage stand for 2 vehicles at Railway Approach, Tonbridge, made by the Council on 2004 be revoked; and

(4) the appointment of the hackney carriage stand for 11 vehicles at Waterloo Road, Tonbridge, made by the Council on 10 August 2004 be varied in that the stand be extended to a double width stand for up to 21 vehicles.
