Gambling Act 2005: Draft Statement of Reviewed Licensing Policy |
The report of the Central Services Director set out details of the proposed consultation process for the draft review of the Statement of Gambling Policy. The report highlighted the timetable for the consultation and consideration be members in anticipation that the draft statement would be submitted to Council for approval on 20 April 2010. RECOMMENDED: That the Council (1) adopt the draft revised Statement of Gambling Policy for consultation purposes; and (2) confirm the action taken to commence consultations prior to approval of the draft statement by Council. *Referred to Council |

Hackney Carriage - Private Hire Driver and Vehicle Licensing |
The Central Services Director reminded Members that, at the meeting held on 23 March 2009, it had been resolved that the review of the annual fees in respect of Taxi and Private Hire Licensing be deferred to allow a fundamental review. The Committee was advised that it had become evident that an in-depth review of the licensing application process and enforcement was required with a policy developed in line with the Department for Transport Best Practice Guidance. The Director advised that this guidance had not been published and she outlined a number of issues which needed to be addressed in the short term. Members noted that an interim report would be submitted to the committee meeting scheduled for 11 March 2010 and that it was anticipated that the outcome of the review would be submitted to the Committee on 7 June 2010. RESOLVED: That (1) the Chief Solicitor be authorised to issue warning letters to any licence holder who has breached their licence conditions on more than one occasion; (2) the Chief Solicitor be authorised to institute a verbal knowledge test immediately for all new hackney driver licence applications as outlined in the report; and (3) the fees for Hackney and Private Hire licences be held at current levels for 2010. |
