LA 13/056 Minutes
RESOLVED: That the Minutes of the meetings of the Licensing and Appeals Committee sitting as a Panel held on 20 March, 27 March, 22 April, 17 May, 20 May, 30 May and 7 June 2013 be received and noted.
DECISIONS TAKEN UNDER DELEGATED POWERS IN ACCORDANCE WITH PARAGRAPH 3 (OR 2), PART 3 OF THE CONSTITUTION
LA 13/057 Statement of Licensing Policy 2014-19 Consultation
The Director of Central Services and Monitoring Officer presented a draft Statement of Licensing Policy as required by section 5 of the Licensing Act 2003. It was noted that this was the Council's third such policy and it would remain in force for five years during which period it had to be kept under review and any revisions made as appropriate.

Consideration was given to the draft document and the proposed timetable for achieving the review of the policy including public consultation and final approval by the Council on 5 November 2013.

RESOLVED: That, subject to amendment of paragraph 1.3.2 to read "Borough" rather than "District", the draft Statement of Licensing Policy, as set out at the Annex to the report, be approved for public consultation.
MATTERS SUBMITTED FOR INFORMATION
LA 13/058 Annual Review of Performance/Key Changes
The report of the Director of Central Services and Monitoring Officer updated the Committee on the progress of Licensing Services over the period April 2012 to May 2013. It was noted that the year had been extremely busy and challenging with some 2,839 licences administered. A breakdown of the various licensing and enforcement activities was provided.

Members asked a number of questions about licence fees and were advised that use of the former LACORS (Local Authorities Coordinators of Regulatory Services) model enabled the fee levels to be justified and implemented cost effectively.

Thanks were recorded to all staff involved in licensing activities and to Members who had served on Panels during the year.

RESOLVED: That the report be received and noted.
LA 13/059 Update on Changes to the Disclosure and Barring Service (DBS)
The report of the Director of Central Services and Monitoring Officer explained two changes to criminal record checks for Registered Bodies with effect from 17 June 2013. These related to DBS Certificates and Field 61 on the application form and the report outlined the interpretation of status check results.

RESOLVED: That the report be received and noted.
