Further to Minute LA 13/057, the report of the Director of Central Services and Monitoring Officer gave details of the outcome of the public consultation in respect of the draft Statement of Licensing Policy 2014/19. One representation had been received and it was proposed to incorporate the changes set out in the feedback form at Annex B to the report. RECOMMENDED: That the draft Statement of Licensing Policy 2014/19 set out at Annex A to the report be adopted, incorporating the changes contained in Annex B thereto. *Referred to Council |

Review of Part of the Hackney Carriage and Private Hire Policy 2013 |
The report of the Director of Central Services and Monitoring Officer referred to the introduction of the probationary badge following the approval of the current Hackney Carriage and Private Hire Policy by the Council on 16 April 2013. A number of changes to the process were suggested in the light of experience including a proposal that the Mentor should have been licensed by the Council for at least three years, a further review of the probationary badge holder be undertaken after three months and the knowledge test be completed before the start of the probationary period. Members welcomed the changes and requested that the possibility of tightening up on 'O' licences under the policy be investigated. It was also agreed to clarify the position if a Mentor left the company part of the way through a probationary period. RESOLVED: That the proposed changes to the probationary badge process, as set out at Annex A to the report, be approved for public consultation. |
