The Cabinet received the recommendations of the Local Environmental Management Advisory Board of 27 October 2008 regarding the transfer of a range of regulatory functions to the Council from neighbouring authorities to ensure a coordinated approach to enforcement at the Hop Farm.

RECOMMENDED: That the setting up of an agreement with Tunbridge Wells Borough Council and Maidstone Borough Council be approved in principle and the Chief Solicitor and Director of Health and Housing be given delegated authority to finalise the agreement on behalf of the Council.

During consideration of Minute PP 08/031 (Police Liaison) of the Parish Partnership Panel congratulations were recorded to Chief Inspector Tony Thomas and Inspector David Pate on their respective promotions to Deputy Area Commander and Chief Inspector, together with best wishes to their replacements.

CB 08/130 Council Improvement Priorities for 2008/09 - Progress Report
The joint report of the Leader and Chief Executive provided information on progress achieved on the Council's 2008/09 priorities. Attention was drawn to the considerable amount of activity and the significant degree of satisfactory progress being achieved. It was noted that full year progress would be reported in the next Corporate Performance Plan due to be published during July 2009.

CB 08/131 Tonbridge and Malling Local Strategic Partnership
The Chief Executive reported on the first meeting of the new Local Strategic Partnership (LSP) for the Borough, a copy of the minutes being annexed to the report. It was noted that the meeting had been well attended, attracting high level representation from key partners. The initial topics selected for consideration by the LSP were affordable housing and care for older people and reports on progress would be presented to the Cabinet or relevant Advisory Board as appropriate.
