Consideration was given to the recommendations of the Finance and Property Advisory Board at its meeting on 4 March 2009 in relation to action taken to create a new Capital Plan provision for works to Tonbridge Racecourse Sports Ground to be funded in full from a developer contribution. RECOMMENDED: That confirmation be given to the action taken to bring forward a new Capital Plan scheme for path work at Tonbridge Racecourse Sports Ground and a supplementary estimate be approved for the reasons outlined in the report to the Finance and Property Advisory Board. *Referred to Council |

The notes of the meetings of the following Advisory Boards were received, any recommendations contained therein being incorporated within the decisions of the Cabinet reproduced at the Annex to these Minutes. Strategic Housing Advisory Board of 23 February 2009 Local Environmental Management Advisory Board of 2 March 2009 Finance and Property Advisory Board of 4 March 2009 Leisure and Arts Advisory Board of 16 March 2009 Community Development Advisory Board of 17 March 2009 With reference to Minute FP 09/023, the Chief Executive reported on an announcement from the Chancellor of the Exchequer regarding the ability of businesses to apply to rating authorities to have rate increases deferred over a three year period. The change would require primary legislation and further details would be reported to the Finance and Property Advisory Board when available. The Cabinet recorded appreciation of the hard work of the Director of Finance and staff in implementing the Council Tax billing process. The Leader updated the Cabinet in connection with Minute CD 09/007 on West Malling Farmers Market, advising that the meeting of interested parties on 3 April 2009 would now be at officer level at the request of Kent County Council. It appeared that the Borough Council's involvement in the matter would be reduced and a further report would be presented to the Community Development Advisory Board. RESOLVED: That the report be received and noted. |
