Audit Commission Annual Audit Letter |
The Chief Executive reported receipt of the Annual Audit Letter a copy of which was annexed to the report. It was noted that the District Auditor had issued an unqualified opinion on the Statement of Accounts and had commented on the high standard of the statement and working papers. In terms of value for money the District Auditor had acknowledged that the Council had continued to perform strongly across all areas reviewed, demonstrating excellent financial management, robust governance arrangements and good use of its resources. Members welcomed the Letter as an independent validation of the Council's policies and the professional work of its officers together with the acknowledgement of its stewardship of public funds and value for money. RESOLVED: That the report be received and noted. |

Transparency Agenda |
The report of the Director of Finance provided an update on action being taken to meet the Government's Transparency Agenda. Particular reference was made to the publication of data relating to items of spending over £500, certain information on salaries and contracts on-line by January 2011. It was noted that a dedicated open-data (Transparency) web page had been created on the Council's website and publication of information on the first two items in advance of the statutory requirements demonstrated a commitment to openness and transparency. RESOLVED: That the report be received and noted. |

Community Infrastructure Levy |
The Director of Planning, Transport and Leisure reported that the Government had confirmed that the Community Infrastructure Levy, introduced by the previous Government, would remain in force subject to some minor changes which would require primary legislation. The report provided a commentary on the levy which involved a charge being placed on most new development with the proceeds being used to pay for the provision of both local and sub-regional infrastructure. It was noted that whilst the Community Infrastructure Levy might provide a significant new stream of capital funding for local government, there would be corporate and resource implications for the Council and potentially other agencies. Work on progressing this matter would start in 2011 as the Character Area Appraisals SPD approached completion. Further developments and any guidance received would be reported to the Planning and Transportation Advisory Board. RESOLVED: That the report be received and noted. |
