Treasury Management Mid-Year Review 2013/14 |
The report of the Director of Finance and Transformation advised that a report detailing treasury management activity undertaken during the period April to August of the current financial year had been considered by the Audit Committee on 7 October 2013. It was noted that the action taken by officers had been commended for endorsement together with the retention of the current risk parameters and management arrangements. RECOMMENDED: That (1) the action taken by officers in respect of treasury management activity for the period April to August 2013 be endorsed; and (2) the parameters intended to limit the Council's exposure to investment risks be retained together with the management arrangements as set out in the 2013/14 Investment Strategies. *Referred to Council |

Scrap Metal Dealers Act 2013 |
The report of the Director of Central Services and Monitoring Officer, which was accepted as an urgent item of late business, gave details of a revised regulatory regime for the scrap metal recycling and vehicle dismantling industries in England and Wales which commenced on 1 October 2013 under the Scrap Metal Dealers Act 2013. The report set out the timetable for transition to the new regime, provided details of Home Office guidance on setting fees and outlined proposals for delegating the Council's powers and functions in view of the short timeframes involved. RECOMMENDED: That (1) the scale of fees set out at paragraph 1.5.5 of and detailed in Annexes 3, 4 and 5 to the report be approved; (2) authority be delegated to the Director of Central Services and Monitoring Officer to exercise all functions of the Borough Council in relation to scrap metal licensing; and (3) the terms of reference of the Licensing and Appeals Committee be amended to include scrap metal licensing. *Referred to Council |

Further to Decision No D130126CAB endorsing the recommendations of the Overview and Scrutiny Committee arising from the review of Council Agendas, Printing and the Increased Use of IT, a capital plan evaluation regarding the purchase of tablet devices as a fast track item was circulated at the meeting. RECOMMENDED: That the 'tablet purchase' scheme be transferred from List C of the Capital Plan to List A for implementation during the current financial year 2013/14. *Referred to Council |

Welfare Reform Update |
The report of the Director of Finance and Transformation brought together the latest updates on the welfare reform agenda. A presentation was given on the 'mapping' of data using the geographical information system (GIS) to demonstrate graphically the impact of welfare reform across the Borough. It was requested that similar presentations be made to the Cabinet or Finance, Innovation and Property Advisory Board as further updates became available. The Cabinet expressed appreciation of the efforts of the Housing team in the smooth implementation of the new housing allocation scheme and of the Finance team involved in changes arising from welfare reform. RESOLVED: That the report be received and noted. |
