AP2 08/083 Development Control
Decisions were taken on the following applications subject to the pre-requisites, informatives, conditions or reasons for refusal set out in the report of the Director of Planning, Transport and Leisure, or the variations indicated below.

Members of the public addressed the meeting where the required notice had been given and their comments were taken into account by the Committee when determining the application. Speakers are listed under the relevant planning application shown below.

(1) Additional condition:

11. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order amending, revoking and re-enacting that Order) no development shall be carried out within Class A or B of Part 1 of Schedule 2 of that Order unless planning permission has been granted on an application relating thereto.

Reason: To prevent overdevelopment of the site.

12. Notwithstanding the provisions of Section 55 of the Town and Country Planning Act 1990 or the Town and Country (General Permitted Development) Order 1995 (or any order amending, revoking and re-enacting that Order), the layout of the development shall not be varied by means by the insertion of additional floors, without the prior permission in writing by the Local Planning Authority.

Reason: To enable the Local Planning Authority to assess the impact of such variation on parking and vehicle circulation in the interests of safe and free flow of traffic.

RESOLVED: That NO OBJECTION BE RAISED subject to:

(1) Amended informatives:

1. While the submitted materials for the elevations are considered to be acceptable, the Borough Council is concerned that the use of concrete interlocking roof tiles may harm the visual amenities of the Green Belt and strongly suggests the use of slate or imitation slate tiles would be more appropriate for use on the roof and Tonbridge and Malling Borough Council to be consulted thereon.

2. The County Council is urged to ensure adequate safety for vehicular, pedestrian and cyclist access and circulation, that the car parking provision is adequate and that the access and parking arrangement are safely integrated with the use of the access to the Memorial Hall site.

3. The County Council is urged to consider a secondary crossing point to ensure the safety of children and pedestrians as well as a dedicated and segregated access for their use.

4. The County Council be asked to investigate the need for 2 new pedestrian crossings to the A25, both east and west off the proposed school.

5. The County Council be asked to deal with the dangerous nature of the A25 through Platt.
