Decisions were taken on the following applications subject to the pre-requisites, informatives, conditions or reasons for refusal set out in the report of the Director of Planning, Transport and Leisure, or in the variations indicated below. Supplementary reports were tabled at the meeting.

AP2 13/006 TM/12/03325/FL - Rudge, Platt Common, Platt
Erection of a detached dwelling, new vehicle access and parking arrangement and alterations to the existing dwelling at Rudge, Platt Common, Platt.

Local Members made reference to accidents, involving pedestrians and which they considered to have affected the Platt Common/A25 junction in the recent past. Officers noted these concerns and undertook to research the accident history of the junction further with KCC Highways.

RESOLVED: That the application be

REFUSED for the following reasons:

(1) The proposed development, by reason of the siting, size, scale and design of the dwelling responding poorly to its setting, would have a detrimental and harmful impact on the character and visual amenity of Platt Common. The proposal would be contrary to policies CP1, CP13 and CP24 of the Tonbridge and Malling Borough Core Strategy, SQ1 of the Tonbridge and Malling Managing Development and the Environment Development Plan Document and paragraphs 17, 56, 57, 60, 61 and 64 of the National Planning Policy Framework (2012).

(2) The proposed development, by reason of the cumulative impact that the development will have on the traffic along Platt Common, would be detrimentally harmful to safety within Platt Common, contrary to Policy CP24 of the Tonbridge and Malling Borough Core Strategy 2007 and Policy SQ8 of the Tonbridge and Malling Managing Development and the Environment Development Plan Document 2010.
