Councillor Balcombe declared a personal and prejudicial interest in applications TM/07/00842/AT and TM/07/01579/FL in that he was a near neighbour to the application site. He withdrew from the meeting during consideration of these applications.

REFUSED for the following reason:

1. The proposal represents an unacceptable form of "backland" development, by reason of its unsatisfactory and ill-conceived layout, which does not reflect the form and character of this rural settlement, and also because of the juxtaposition of the only means of access with the neighbouring existing dwelling, this relationship being likely to cause unacceptable harm to the residential amenities of that dwelling. For all these reasons, the proposal is considered to be contrary to policies P4/11 of the Tonbridge and Malling Borough Local Plan 1998 and QL1 of the Kent and Medway Structure Plan 2006.

• Details of timing of works;
• The provision of clearer maps, including analysis of alternative routes suggested by other parties.
