(1) The proposed development by virtue of the overbearing nature when viewed from the adjacent properties and its incongruous impact on the pattern of linear development that characterises this part of Birling Road would result in an unacceptable relationship with its surroundings and harmful to the visual amenity of the locality. The proposal is therefore contrary to policies ENV15 of the Kent Structure Plan 1996, QL7 of the draft Kent & Medway Structure Plan and P4/11 of the Tonbridge and Malling Borough Local Plan 1998.
