LAA 11/053 Declarations of interest.
Councillor M Davis declared a personal interest in the Leisure Services Review of Charges item as a member of a number of sports organisations benefitting from the charges.

Councillor N Heslop declared a personal interest in the Leisure Services Review of Charges item on the grounds of being a member of the Board of the Bridge Trust, a concessionary user of the Tonbridge Castle Council Chamber.

MATTERS FOR RECOMMENDATION TO THE CABINET
LAA 11/055 Leisure Services - Review of Charges 2012/13
The joint report of the Chief Leisure Officer and Director of Finance outlined the charging proposals in respect of Poult Wood Golf Centre, Tonbridge Cemetery, moorings in Tonbridge, Tonbridge Castle Council Chamber and weddings, the Summer Playscheme and pitch hire for Sportsgrounds in Tonbridge. It was noted that proposed charges for the Council's indoor leisure facilities were reported separately.

Members were advised that the proposed charges took into account a range of factors including market conditions and customer feedback and had been brought forward within the context of the Council's Medium Term Financial Strategy. The views of the Poult Wood Golf Centre Customer Panel were reported including a suggestion that season tickets be investigated for the future. Reference was made to the wide range of concessions available within the charging structure and the Leisure Pass Scheme which ensured that the Council's leisure facilities and services were available to all.

RECOMMENDED: That

(1) the proposed charges for Poult Wood Golf Centre, as detailed at Annex 2 to the report be agreed and implemented with effect from 1 April 2012;

(2) the proposed pitch hire charges for Tonbridge Sportsgrounds, as detailed at Annex 3 to the report be agreed and implemented with effect from 1 April 2012;

(3) the proposed charges for Tonbridge Cemetery, as detailed at Annexes 4 and 5 to the report be agreed and implemented with effect from 1 April 2012;

(4) the charges associated with the provision of moorings in Tonbridge be reviewed and reported to a future meeting of the Advisory Board;

(5) the proposed charges for Tonbridge Castle Chamber and the associated list of concessionary users, as shown at Annexes 6, 7 and 8 to the report be approved and implemented with effect from 1 April 2012;

(6) the proposed charges for Weddings in 2013/14 at Tonbridge Castle be agreed as detailed at Annex 9 to the report and implemented with effect from 1 April 2012;

(7) the proposed charges for the 2012 Summer Playscheme as detailed at Annex 10 to the report be approved.

LAA 11/056 Leisure Services Business Unit - Review of Charges
The joint report of the Chief Leisure Officer and Director of Finance outlined the charging proposals in respect of Larkfield Leisure Centre, Angel Centre, Tonbridge Swimming Pool, Tonbridge Farm All Weather Area and Tonbridge Racecourse Sportsground Games Hut. Reference was made to the later report on financial performance and attention drawn to the need for the charging proposals to be considered within the context of the Leisure Services Business Unit draft revenue estimates which would be reported to the Finance and Property Advisory Board on 4 January 2012. It was noted that proposed charges had been subject to consultation with the Tonbridge Sports Association and members of the Customer Panels at each site.

RECOMMENDED: That

(1) the scale of charges for the Council's leisure facilities, as set out in Annexes 1-3 of the report, be implemented with effect from 1st April 2012;

(2) a further report be submitted to a future meeting of the Advisory Board on the non-participant spectator charge at Larkfield Leisure Centre; and

(3) a review of the programming and charges for the Soft Play Zone/Creche at Larkfield Leisure Centre be progressed and the findings be reported to the next meeting of the Advisory Board.

LAA 11/057 Outdoor Leisure - Licence/Lease Arrangements

The joint report of the Chief Leisure Officer and Cabinet Member for Leisure, Youth and Arts brought forward the proposed terms and conditions for the Catering Concession at Tonbridge Castle Grounds and the Triathlon Agreement at Haysden Country Park. Delegated authority was also sought regarding the grant of the lease for the Water Sports Concession at Leybourne Lakes Country Park.

RECOMMENDED: That

(1) the proposed terms and conditions for the Tonbridge Castle Catering Concession and Haysden Country Park Triathlon Agreement, as outlined in the report, be approved;

(2) authority be delegated to the Central Services Director to agree the level of the licence fee for the Tonbridge Castle Catering Concession, in consultation with the Chief Leisure Officer, following receipt of the competitive quotes; and

(3) authority be delegated to the Central Services Director to agree the level of the lease fee for the Leybourne Lakes Country Park Water Sports Concession, in consultation with the Chief Leisure Officer, following receipt of the competitive quotes.
LAA 11/058 Youth Service Review/Holiday Activity Programmes for Young People

The joint report of the Chief Leisure Officer and Cabinet Member for Leisure, Youth and Arts gave an update on the County Council's review of its Youth Service following the strong representations made by the Borough Council. Proposed changes/improvements to the Borough Council's Holiday Activity Programme for young people were also brought forward.

RECOMMENDED: That

(1) a detailed audit of existing youth provision in the Borough be undertaken in liaison with the County Council to help inform future discussions in the future delivery of Youth Services within Tonbridge and Malling;

(2) a review of the Summer Playscheme be undertaken to consider the potential of a full day service being provided in the future; and

(3) the proposed dates and venues for the 2012 Summer Playscheme as outlined in the report be approved.
LAA 11/059 Music/Arts Festivals

The joint report of the Chief Leisure Officer and Cabinet Member for Leisure, Youth and Arts gave details of a number of Music/Arts Festivals across the Borough, run both directly by the Council and by local community groups. An update was given on arrangements with Opera Brava for the 2012 Tonbridge Castle Festival of Music which represented a significant reduction in financial exposure to the Council in comparison with previous years.

RECOMMENDED: That the Council continue to support the Music/Arts Festivals outlined in the report in order to maximise the benefits for the arts through partnership with others.

LAA 11/060 2012 Olympics
The report of the Chief Leisure Officer updated the Advisory Board on a number of events and activities taking place to celebrate the London 2012 Olympics. Reference was made to the route of the Olympic Torch passing through Borough Green on 20 July 2012, the estimated costs of which (£15,000) would be met from the General Revenue Reserve or alternative funding to be identified in due course.
LAA 11/061 Capital Plan
The report gave details of progress with schemes contained in the Leisure Services section of the Capital Plan.
LAA 11/062 Leisure Facilities - Financial Performance
The Chief Leisure Officer presented details of the overall financial performance of the Leisure Services Business Unit and submitted management information for Larkfield Leisure Centre, Angel Centre, Tonbridge Swimming Pool, Poult Wood Golf Centre, Tonbridge Castle/Customer Services, Tonbridge Cemetery, Country Parks and Poult Wood Grounds Maintenance.

The joint report of the Director of Finance and Chief Leisure Officer gave details of action taken to progress a new contract with a single tender from the existing contractor in respect of the Poult Wood Golf Centre Clubhouse catering services following the approval of a waiver under the Contracts Procedure Rules.
