LAA 12/018 Capital Plan Schemes

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts advised of progress with schemes contained in the Leisure Services section of the Capital Plan and provided an update on consultation undertaken with regard to the provision of a new dance/exercise studio at Larkfield Leisure Centre, improvements on land adjoining St Philips Church in north Tonbridge and the renewal of the play equipment at Brindles Field, Tonbridge.

RECOMMENDED: That the capital schemes relating to a new dance/exercise studio at Larkfield Leisure Centre, a new community garden and play area adjacent to St Philips Church in Tonbridge and the replacement of the play equipment at Brindles Field, Tonbridge be progressed as outlined in the report.
LAA 12/019 Leisure Facilities - Customer Panel Meetings

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts sought the appointment of Member representatives to attend Customer Panel meetings at the Council's main leisure facilities until May 2013.

RECOMMENDED: That the following Members be appointed to serve on the Customer Panels at the main leisure facilities until May 2013 as set out below:-

Larkfield Leisure Centre - Councillors Mrs J Bellamy, B Luker and Mrs A Oakley;

Angel Centre - Councillors Mrs M Heslop and R Lancaster;

Tonbridge Swimming Pool - Councillors Miss J Elks and M Rhodes;

Poult Wood Golf Centre - Councillors A Sullivan and D Trice;

Haysden Country Park - Councillors P Bolt and D Cure;

Leybourne Lakes Country Park - Councillors T Bishop, B Luker, T Robins and R Taylor.
LAA 12/020 Leisure Services Business Unit - Business Plan 2012/13

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts sought endorsement of the Leisure Services Business Unit Business Plan 2012/13.

RECOMMENDED: That the Leisure Services Business Unit Business Plan 2012/13 be approved.
LAA 12/021 Larkfield Leisure Centre - Soft Play and Creche Review

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts outlined the conclusions arising from a review of the operation of the Soft Play Zone and Creche at Larkfield Leisure Centre. In the light of local competition and a consequent downturn in income the report recommended a proportionate reduction in service which would result in an annual saving of £9,000 to the Council.

RECOMMENDED: That the proposed changes to the operation of the soft play and creche at Larkfield Leisure Centre be approved and a report on the staffing implications be submitted to the next meeting of the General Purposes Committee.
LAA 12/022 Mystery Shopper Visits/Quest Accreditation

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts provided details of the results of the 2011/12 mystery shopper visits to the Council's main leisure facilities as well as the outcome of the recent Quest assessment at the Angel Centre. The report identified a number of key areas for improvement which were being addressed at each facility.

RECOMMENDED: That the 2011/12 mystery shopper results be noted, the identified areas of improvement be addressed and the results be considered within the relevant Service Improvement Plan for each facility.
LAA 12/023 Leisure Services Business Unit - Procurement of Fitness Equipment

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts outlined the procurement process for the supply of new fitness equipment at Larkfield Leisure Centre and the Angel Centre under European Union Regulations and the Council's Contracts Procedure Rules.

RECOMMENDED: That the procurement of new fitness equipment for Larkfield Leisure Centre and the Angel Centre be progressed as outlined in the report and the outcome of the tendering process be reported to a future meeting of the Cabinet.
LAA 12/024 2012 Coach of the Year Award

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts brought forward a recommendation for the 2012 Coach of the Year Award and for a special Lifetime Achievement in Sport Award.

RECOMMENDED: That

(1) the 2012 Coach of the Year Award be made to Gary Marshall for his achievements in the development of cricket; and

(2) the 2012 Lifetime Achievement in Sport Award be made to Tony Mulcuck in recognition of his dedication to the sport of lawn and short mat bowls.
MATTERS SUBMITTED FOR INFORMATION
LAA 12/025 Event Update
The report of the Chief Leisure Officer provided an update on arrangements for a number of events taking place throughout the year. Particular reference was made to events connected to HM The Queen's Diamond Jubilee celebrations and to the 2012 Olympic Games.
LAA 12/026 Children and Young People Update
Members were updated on key areas of the Children and Young People work programme including Activate, the Summer Playscheme, Y2 Crew, the Local Children's Trust Board for Tonbridge and Malling and Kent County Council's Review of Youth Services.
LAA 12/027 Tonbridge Sports Association Annual Report
The Advisory Board received the Annual Report of the Tonbridge Sports Association for 2011/12 which was presented by Mr Alan Nicholl, the Association's Chairman. Members expressed their appreciation of the work of Mr Nicholl and the positive working partnership between the Sports Association and the Council.
LAA 12/028 Leisure Facilities - Financial Performance
The Chief Leisure Officer presented details of the overall financial performance of the Leisure Services Business Unit and submitted management information for Larkfield Leisure Centre, Angel Centre, Tonbridge Swimming Pool, Poult Wood Golf Centre, Tonbridge Castle Tourism/Customer Services, Tonbridge Cemetery, Country Parks and Poult Wood Grounds Maintenance.
