Councillor Bolt declared a personal interest in the item regarding Sports and Arts Revenue Grants 2007/08 on the grounds of his wife being a member of Tonbridge Philharmonic Society.

Councillor Sayer declared a personal interest in the item regarding Sports and Arts Revenue Grants 2007/08 on the grounds of being a member of Plaxtol Memorial Hall Committee.

RESOLVED: That the notes of the meeting of the Leisure and Arts Advisory Board held on 14 January 2008 be approved as a correct record and signed by the Chairman.
LAA 08/016 Presentation by Martin Guyton on the GP Referral Scheme
The Leisure Contracts Manager, Martin Guyton, provided an overview of the development of the GP Referral Scheme within the Borough and outlined proposals for expanding the scheme in the future.

LAA 08/017 Tonbridge Racecourse Sportsground - Draft Management Plan

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts provided an update on the development of a Management Plan for Tonbridge Racecourse Sportsground and outlined the arrangements for consultation with key stakeholders and the public.

RECOMMENDED: That

(1) the draft Tonbridge Racecourse Sportsground Management Plan be circulated for public consultation as outlined in the report; and

(2) the final Plan be submitted to the October 2008 meeting of the Leisure and Arts Advisory Board.
LAA 08/018 Tonbridge Sportsgrounds - Provision/Replacement of Ball Courts

The joint report of the Chief Leisure Officer and the Cabinet Members for Leisure, Youth and Arts and Finance brought forward proposals for the provision of a new ball court at Tonbridge Racecourse Sportsground and for the renewal of the existing ball court at Tonbridge Farm Sportsground.

RECOMMENDED: That

(1) a ball court and youth shelter be provided at Tonbridge Racecourse Sportsground as outlined in the report;

(2) the ball court, fencing and markings at Tonbridge Farm Sportsground be replaced; and

(3) both projects be procured within one contract in accordance with the Council's Contracts Procedure Rules.
LAA 08/019 Haysden Country Park - Car Parking Charges
The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts provided an update on the introduction of car parking charges at Haysden Country Park. The report set out details of the consultation undertaken with users of the facility, members of the Haysden Country Park Customer Panel and the Tonbridge and District Angling and Fish Preservation Society and brought forward a proposal to introduce an annual car park season ticket.

RECOMMENDED: That, subject to no substantive new issues being raised by the Haysden Country Park Customer Panel and to the introduction of an exemption from charges for the water bailiffs, the introduction of an annual car parking season ticket at Haysden Country Park, as outlined in the report, be agreed and be implemented following a formal variation to the Council's Car Parking Order.

LAA 08/020 Haysden Country Park - Market Survey Results

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts gave details of the results of the 2007 Market Survey carried out at Haysden Country Park and brought forward for consideration proposed actions to address identified issues.

RECOMMENDED: That

(1) the 2007 market survey results for Haysden Country Park be noted; and

(2) the customer improvements identified in the report be considered within the forthcoming review of the Haysden Country Park Management Plan.
LAA 08/021 Sports and Arts Revenue Grants 2007/08

The joint report of the Chief Leisure Officer and the Cabinet Members for Leisure, Youth and Arts and Finance outlined the approach and criteria for considering Sports and Arts revenue grants, detailed the applications received in the current financial year and requested determination of the amount of grant aid to be awarded in each case. Consideration was also given to four applications made by twinning groups for funding from the Council's twinning budget.

RECOMMENDED: That

(1) grants be awarded on the basis set out in Annex 1 to the report; and

(2) the applications from twinning groups for funding from the Council's twinning budget be approved.
LAA 08/022 2008 Coach of the Year Award

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts advised that nominations for the 2008 Coach of the Year Award had been considered by the Award Panel which had recommended that the award be made to Steve Farr for his achievements in the development of rugby within the Borough. The report also brought forward recommendations from the Panel to make a Lifetime Achievement Award to athletics coach Mike Rowbottom and to award a special commendation to 17 year old football coach, Joshua Sloane for his work with young footballers with special needs. The Chief Leisure Officer was asked to investigate whether the Lifetime Achievement Award could be awarded on an annual basis.

RECOMMENDED: That

(1) the 2008 Coach of the Year Award be made to Steve Farr for his achievements in the development of rugby union;

(2) a Lifetime Achievement Award for coaching be made to Mike Rowbottom for his contribution to the development of athletics;

(3) a Special Commendation be made to Joshua Sloane for his contribution to the development of junior football; and

(4) the awards be presented at the Sports and Arts Revenue Grants presentation evening.
LAA 08/023 Poult Wood Golf Centre - Market Survey Results

RECOMMENDED: That the results of the 2007 Market Survey at Poult Wood Golf Centre be noted and the key issues be considered further in liaison with the on-site contractors.
LAA 08/024 Poult Wood Golf Centre - Replacement of Irrigation System

The joint report of the Chief Leisure Officer and the Cabinet Members for Leisure, Youth and Arts and Finance brought forward proposals for the replacement of the irrigation system serving the 18 and 9 hole golf courses at Poult Wood Golf Centre.

RECOMMENDED: That

(1) the irrigation system covering the 18 and 9 hole golf courses at Poult Wood Golf Centre be replaced as outlined in the report;

(2) the action taken to advertise for tenderers in advance of the meeting of the Advisory Board be endorsed; and

(3) the project be procured as a Joint Contracts Tribunal Minor Works contract in accordance with the Council's Contracts Procedure Rules.

RECOMMENDED: That

(1) the proposed list of Summer Playscheme venues and operational arrangements outlined in the report be approved; and

(2) the proposed rates of pay and job titles for staff working on the Summer Playscheme be agreed.
LAA 08/026 Capital Projects - Post Implementation Reviews

The joint report of the Chief Leisure Officer and the Cabinet Members for Leisure, Youth and Arts and Finance set out details of the Capital Plan Post Implementation Reviews in respect of Leisure Facilities - Disability Discrimination Act Audit Recommendations - Phase 1; Poult Wood Car Park Improvements; Tonbridge Sportsground Improvements and Drainage/Flooding Works at Quincewood Gardens.

RECOMMENDED: That the Post Implementation Reviews for the schemes outlined in the report be endorsed.

Members were pleased to note the results of the recent Quest Award assessment of Larkfield Leisure Centre and congratulated the officers and staff on their achievement of a quality score of 82%.
LAA 08/028 Heart of Kent Tourism Consortium
The report updated the Board on recent initiatives undertaken by the Heart of Kent Consortium.
LAA 08/029 Heritage Open Days 2008
The report updated the Board on progress made towards the 2008 Heritage Open Days event.
LAA 08/030 Capital Plan Progress Report
The report updated the Board on progress with schemes contained within the Leisure Services section of the Capital Plan.
LAA 08/031 Leisure Facilities - Financial Performance
Management Information for Larkfield Leisure Centre, the Angel Centre, Tonbridge Swimming Pool, Poult Wood Golf Centre, Tonbridge Castle/Customer Services, Tonbridge Cemetery and the Grounds Maintenance at Poult Wood was summarised in the report.

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts recommended the extension of the current Leisure Services Business Unit Catering and Vending Services Contract for a further two years, in accordance with the existing contract conditions.

RECOMMENDED: That Juice for Life Limited be awarded a two year extension to the current Leisure Services Business Unit Catering and Vending Services Contract from 1 May 2009 to 30 April 2011 in accordance with the existing contract conditions.
