Presentation by the Chairman of Tonbridge Sports Association |
The Chairman of the Tonbridge Sports Association, Mr Alan Nicholl, gave a presentation on the history and development of the Tonbridge Sports Association and outlined the issues and challenges facing the association of fifty-two clubs and 6,500 members. He outlined the Association's aspirations for the future, making reference to the need to develop synthetic all weather pitches within the Tonbridge area. Mr Nicholl drew Members' attention to the Association's Annual Report and he thanked Members and officers for their continuing support and co-operation. |

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts provided an update on the review of the Leisure and Arts Strategy and brought forward a consultation draft for consideration prior to circulation to key stakeholders. RECOMMENDED: That (1) the draft Leisure and Arts Strategy 2008-2013 be circulated for consultation as outlined in the report; and (2) the amended Leisure and Arts Strategy be brought forward to the October 2008 meeting of the Advisory Board for consideration prior to submission to the Policy Overview Committee. |

RECOMMENDED: That the details of the indoor leisure energy saving measures capital scheme outlined in the report be approved and progressed in accordance with the proposed timescale. |

Tonbridge to Penshurst Cycle Route - Additional Off Road Section Decision Notice D080090MEM |
The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts provided an update on the outcome of investigations into the provision of an additional off-road section to the Tonbridge to Penshurst Cycle Route. RECOMMENDED: That due to no suitable option for the provision of an additional off road section of the Tonbridge to Penshurst Cycle Route existing at the present time: (1) the existing scheme be removed from the Capital Plan; (2) a proportion of the existing capital plan provision be utilised to progress works associated with the existing cycle route as outlined in the report; and (3) KCC Highway Services be requested to advise on any additional safety measures that may need to be considered along Lower Haysden Lane to reduce any risks to cyclists. |

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts outlined the results of the tree inspection report recently completed by the Council's Ground Maintenance Contractor which identified tree work required on areas of Public Open Space on a prioritised basis. RECOMMENDED: That the tree works on areas of Public Open Space identified in the 2008 tree inspection report be progressed in accordance with the Council's agreed policy. |

Update on Car Park at Tonbridge Farm Sportsground |
The Chief Leisure Officer provided an update on action taken to remove an illegal encampment from the car park at Tonbridge Farm Sportsground, to clean the area and to provide height restriction barriers to the entrance of the car park. The Board expressed its gratitude to all officers involved, the local Members and to Kent Police for the fair and effective manner in which this matter had been handled. |
