LAA 12/002 Minutes
RESOLVED: That the notes of the meeting of the Leisure and Arts Advisory Board held on 12 December 2011 be approved as a correct record and signed by the Chairman.
LAA 12/003 Changes to Quest Accreditation
Members received a presentation on recent changes to the Quest Accreditation from Mr Martin Guyton, Leisure Contracts Manager.
MATTERS FOR RECOMMENDATION TO THE CABINET
LAA 12/004 Youth Service Review

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts provided an update on the County Council's review of its Youth Service.

RECOMMENDED: That

(1) the Council continues to liaise with the Kent Youth Service to help define what youth work provision is required at a local level and advise on the allocation of resources for the commissioning process;

(2) a meeting between Members of the Borough and County Councils be arranged to consider the County Council's revised proposals for the provision of youth services in the Borough;

(3) the representative group of Members formed to consider KCC's Youth Service Review be empowered to continue to represent the Borough Council in future discussions with the County Council;

(4) authority be delegated to the Chief Leisure Officer, in consultation with the Cabinet Member for Leisure, Youth and Arts, to make a decision on the outcome of the above discussions; and

(5) Town and Parish Councils, Voluntary Sector Youth Service Providers, the Local Strategic Partnership and the Youth Forum continue to be consulted on further proposals for the provision of youth services within the Borough.
LAA 12/005 Outdoor Leisure Capital Developments

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts brought forward detailed proposals for a number of Outdoor Leisure projects within Tonbridge included in the Council's Capital Plan.

RECOMMENDED: That the Outdoor Leisure Capital projects be progressed in accordance with the design proposals and timescales outlined within the report.
LAA 12/006 Capital Projects - Post Implementation Review

RECOMMENDED: That the Capital Plan Post Implementation Review for Tonbridge Cemetery Registrar Accommodation be endorsed.
LAA 12/007 Capital Plan Update

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts advised of progress with schemes contained in the Leisure Services section of the Capital Plan and proposed the evaluation of a potential new scheme relating to the floodlighting of the teenage facilities at Tonbridge Sportsground.

RECOMMENDED: That a Capital Plan evaluation on the potential floodlighting of the teenage facilities at Tonbridge Racecourse Sports ground be reported to the next meeting of the Finance and Property Advisory Board.
LAA 12/008 Tonbridge Farm Sportsground - User Survey Results

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts set out details of the results of the 2011 user survey carried out at Tonbridge Farm Sportsground and brought forward potential improvements for consideration.

RECOMMENDED: That

(1) the 2011 market survey results for Tonbridge Farm Sportsground be noted; and

(2) liaison continue with Tonbridge Angels Football Club regarding public access to toilet and refreshment facilities.
LAA 12/009 Tonbridge Casual Moorings

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts reviewed the provision of casual moorings managed by the Borough Council on the River Medway in Tonbridge and proposed an alteration to the current charging regime and management arrangements.

RECOMMENDED: That

(1) the proposed fees for casual moorings in Tonbridge in 2012/13, as set out at Annex 2 to the report, be approved and implemented;

(2) new policies regarding the introduction of a maximum stay of one week and no return within 30 days be introduced;

(3) liaison continue with the Environment Agency regarding the future management of the moorings; and

(4) the existing enforcement procedures be reviewed/enhanced in liaison with the Chief Solicitor.
LAA 12/010 Leisure Centres - Capital Projects

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts outlined progress in the design and construction of a draught lobby at Larkfield Leisure Centre and updated the position on the award of the contract to supply and install ultra violet pool water disinfection and automated backwashing systems at Tonbridge Swimming Pool.

RECOMMENDED: That the design and construction details relating to the new draught lobby at Larkfield Leisure Centre be approved.

LAA 12/011 Leisure Facilities - Financial Performance
The Chief Leisure Officer presented details of the overall financial performance of the Leisure Services Business Unit and submitted management information for Larkfield Leisure Centre, Angel Centre, Tonbridge Swimming Pool, Poult Wood Golf Centre, Tonbridge Castle Tourism/Customer Services, Tonbridge Cemetery, Country Parks and Poult Wood Golf Maintenance.
LAA 12/012 Active People Survey Results
The report of the Chief Leisure Officer set out details of the results of the recent Active People Survey undertaken by Sport England which focused on sports participation rates of the adult population.
LAA 12/013 Music/Arts Festivals
The Chief Leisure Officer provided an update on progress towards a number of Music/Arts Festivals to take place across the Borough.

The report of the Chief Leisure Officer presented details of the submissions received for the operation of the Water Sports Concession at Leybourne Lakes Country Park and advised that the lease had been awarded to Leybourne Lakes Windsurfing Limited at an annual value of £7,500 to commence on 1 April 2012.
