PE 08/015 Managing Development and the Environment - Issues and Options Report

The report of the Director of Planning, Transport and Leisure introduced the Issues and Options Report for the Managing Development and the Environment Development Plan Document. The report set out details of the consultation process with particular reference to the grouping of issues under six themes and the format for addressing each theme. The Director of Planning, Transport and Leisure highlighted the implications of impending changes to the Local Development Framework Regulations and anticipated the effect this would have on the production of the Draft Plan. The Director advised that the Issues and Options Report would be revised before the consultation to rationalise the number of 'Questions' asked.

RECOMMENDED: That, subject to the rationalisation of the 'Questions' asked, the Issues and Options Report for the Managing Development and the Environment Development Plan Document be endorsed as the basis for public consultation under Regulation 25 of the Planning (Local Development) (England) Regulations 2004.
PE 08/016 Affordable Housing Supplementary Planning Document Response to Initial Consultation

The joint report of the Director of Planning, Transport and Leisure and the Director of Health and Housing set out details of the responses received to the informal consultation on the draft Affordable Housing Supplementary Planning Document and highlighted a number of amendments made to the draft to enable publication for formal consultation under Regulation 17 of the Town and Country Planning (Local Development) (England) Regulations 2004.

RECOMMENDED: That the Affordable Housing Supplementary Planning Document, as amended, be advertised for public comment under Regulation 17 of the Town and Country Planning (Local Development) (England) Regulations 2004.
PE 08/017 Tonbridge Central Area Action Plan
The Director of Planning, Transport and Leisure advised Members that the Inspector's Report into the Public Examination of the Tonbridge Central Area Action Plan had been received and that the Area Action Plan had been found to be 'sound'. The Director's report highlighted a number of minor changes to the Area Action Plan which had been recommended by the Inspector to enable its adoption by the Council on 22 April 2008.

RECOMMENDED: That the Tonbridge Central Area Action Plan, as recommended to be changed by the Inspector as set out under Appendices 1 and 2 to her report, be adopted by the Council.

PE 08/018 Development Control - Local Validation Criteria for Planning and Allied Applications

The report of the Director of Planning, Transport and Leisure set out details of the results of the consultation exercise undertaken in respect of the proposed adoption of local validation criteria as part of the Development Control process. A supplementary report was circulated in advance of the meeting.

RECOMMENDED: That the results of the consultation process, as set out in paragraphs 1.1.6 and 1.1.7 of the report, and the detailed issues alluded to in the supplementary report be adopted for integration into the appropriate Local Validation documents.
PE 08/019 Consultation Draft on PPS4 - Planning for Sustainable Economic Development

The report of the Director of Planning, Transport and Leisure set out details of the proposed response to the Government's consultation on revisions to the Planning Policy Statement (No 4) relating to economic development.

RECOMMENDED: That the comments contained in the report and the responses to the questions in Annex 1 to the report form the basis of the Council's response to draft Planning Policy Statement 4 with particular emphasis being placed on the impact of HGV traffic generated by employment uses in rural areas (Question 8 on Annex 1 refers).

PE 08/020 Tonbridge-Redhill Services: Consultation
The joint report of the Director of Planning, Transport and Leisure and the Cabinet Member for Planning and Transportation set out details of the officer level response to a consultation undertaken by Southern in respect of proposed changes to timetables on the Tonbridge-Redhill line. In addition to the concerns expressed in the Director's response, set out at Annex 2 to the report, Members were very concerned about the need to retain this important strategic route which provided east-west travel across southern England and that the proposed diminution of services to commuters and school children would have a detrimental impact on the environment and the road network due to an increased use of cars. Members were extremely concerned about the impact this could have on the community of Tonbridge and beyond and the Director of Planning, Transport and Leisure undertook to submit a further letter to Southern setting out the additional concerns expressed by the Planning and Transportation Advisory Board.
