JTB 08/022 Minutes
RESOLVED: That the Minutes of the meeting of the Joint Transportation Board held on 3 March 2008 be approved as a correct record and signed by the Chairman.
JTB 08/023 Hadlow Road, Tonbridge - Puffin Crossing
The report of the Head of Countywide Improvements set out details of the representations received in respect of a proposal to install a 'Puffin' crossing on Hadlow Road, Tonbridge. A copy of correspondence between the County Council and a resident of Hadlow Road was circulated at the meeting.

RESOLVED: That the proposal to install a Puffin crossing in Hadlow Road as indicated on Drawing no. B0888300/1102, as set out at Appendix A to the report, be endorsed.
JTB 08/024 A21 Tonbridge to Pembury Dualling
The joint report of the Director of Planning, Transport and Leisure and the Head of Transport and Development advised that the Regional Transport Board was reviewing the regional transport programme following the publication of the Nicholls report. The Board noted the potential consequences of the review of costs for the proposed A21 Tonbridge - Pembury By-Pass dualling scheme together with the representations made by both the County and Borough Councils to the Department for Transport. A copy of the letter to Mr J J Dowie, Divisional Manager, Regional Local Major Projects, was circulated at the meeting.

RESOLVED: That the Chairman, Vice-Chairman, Director of Planning, Transport and Leisure and the Head of Transport and Development write to the Secretary of State, through the Regional Transport Board, to express strongly this Board's view that the dualling work on the A21, as contained in the Regional Transport Board's programme, must not be allowed to slip.
MATTERS SUBMITTED FOR INFORMATION
JTB 08/025 Providing for Air Quality Management in the Local Transport Plan
The joint report of the Director of Planning, Transport and Leisure and the Head of Transport and Development advised the Board that a joint officer group had been established to develop the incorporation of air quality management measures within the Integrated Transport programme which underpinned the Local Transport Plan. A number of Members expressed concern about the lack of consultation with local Councillors and their communities in advance of works undertaken by the Highways Agency and requested that the Chairman and Vice-Chairman jointly write to the Department for Transport, the Highways Agency and Jonathan Shaw MP expressing these concerns.
JTB 08/026 Petitions submitted to Kent Highway Services
The report of the Head of Transport and Development set out details of petitions received by the County Council since the last meeting of the Joint Transportation Board.
JTB 08/027 Integrated Transport Schemes 2008/09 - Progress Report
The joint report of the Director of Planning, Transport and Leisure and the Head of Countywide Improvements outlined progress with highway improvement and traffic management schemes within Tonbridge and Malling during the 2008/2009 financial year.
JTB 08/028 South Central Franchise Consultation
The Chairman accepted the report of the Director of Planning, Transport and Leisure as an urgent item of late business to allow the Board to be updated on the consultation undertaken regarding the South Central Franchise and the Borough Council's response. Members were extremely concerned about the detrimental effect of the proposed timetable and route changes on rail services between Tonbridge and Redhill and the journeys onward to London and Gatwick Airport.
