JTB 09/001 Declarations of interest.

JTB 09/002 Minutes
RESOLVED: That the Minutes of the meeting of the Joint Transportation Board held on 15 December 2008 be approved as a correct record and signed by the Chairman.
JTB 09/003 Parking Action Plan - Progress Report
The report of the Director of Planning, Transport and Leisure, together with a supplementary report circulated at the meeting, provided a comprehensive update on current schemes within the Parking Action Plan. Particular attention was drawn to the Snodland Local Parking Plan and the supplementary report outlined the results of additional consultation with the residents of Bramley Road and Recreation Avenue in respect of the proposed introduction of single way traffic flow.

RESOLVED: That the following be commended to the Borough Council Cabinet:

(1) the Snodland Local Parking Plan at Annex 3 to the report be endorsed and implemented;

(2) the proposals for Phase 4a of the Parking Action Plan, as set out at Annex 4 to the report, be endorsed and implemented; and

(3) the programme of Local Parking Plan work as described in the report be endorsed.

JTB 09/004 A228 Leybourne and West Malling Bypass - Before and After Monitoring
The Head of Transport and Development reported the results of 'before and after' monitoring of traffic on the A228 Leybourne and West Malling Bypass. It was noted that the annexes to the report had been omitted and that these would be circulated after the meeting to all Members.

The Board was advised that, at a public meeting convened by the County Council on 11 February 2009, it had been agreed that the Transport and Development service would look into the possibility of introducing a visibility splay on the north western side of Kent Street along with a short section of footway on the south eastern corner.

RESOLVED: That the report be noted and the study area, as identified in the report for comparative monitoring, be extended.
MATTERS SUBMITTED FOR INFORMATION
JTB 09/005 Colts Hill Bypass
The report of the Director of Planning, Transport and Leisure set out details of the initial activity of the Reference Group, chaired by Greg Clark MP, which had been formed to consider the A228 at Colts Hill. The Board commended this initiative and requested that it be kept informed of the deliberations and any recommendations arising from the Group.
JTB 09/006 Highway and Transportation Scheme Progress Report - 2008/9
The report of the Head of Countywide Improvements provided an update on progress with the current schedule of integrated transport schemes.
JTB 09/007 Petitions Submitted to Kent Highway Services
The report of the Interim Director of Kent Highway Services set out details of petitions received by the County Council since the last meeting of the Joint Transportation Board.
JTB 09/008 Information Reports from the Highways Advisory Board
The report of the Interim Director of Kent Highway Services set out details of matters considered at the meeting of the Highways Advisory Board held on 3 March 2009.

Further to the presentation given to the Joint Transportation Board on 15 December, Mr N Bateman, Head of Technical Services, provided details of the future working relationship with EDF in respect of Kent Highway Services Street Lighting.
JTB 09/009 Integrated Transport Programme 2009/10 and Beyond
The report of the Interim Director of Kent Highway Services provided details of the programme of investment in traffic and highway management schemes in 2009/10 and set out details of the schemes to be assessed for inclusion in the 2010 to 2012 programmes.
JTB 09/010 Parish Portal Update
The report of the Interim Director of Kent Highway Services provided an update on the development of the Parish Portal.
