RESOLVED: That the Minutes of the meeting of the Joint Transportation Board held on 9 March 2009 be approved as a correct record and signed by the Chairman.
JTB 09/014 Parking Action Plan - Progress Report

The report of the Director of Planning, Transport and Leisure provided an update on current work contained in the Parking Action Plan with particular reference to the implementation of the Snodland Local Parking Plan and Phase 4a of the general parking improvement programme; to the initial consultation on Phase 5 of the general parking improvement programme for 2009/10 and to the initial assessment of the parking review arising from the development of West Kent College.

The Chairman offered to write to the Principal of West Kent College to express concern about the delay in issuing the report on the resident consultation exercise. In relation to parking work at Cottenham Close, East Malling, the need for co-ordination with the recently consented development proposals in Mill Street was discussed and the County officers were requested to monitor highway safety at the proposed traffic calming table at the nearby pinch point in the road.

RESOLVED: That the following be commended to the Borough Council Cabinet

(1) the Snodland Local Parking Plan be implemented as advertised and the proposals for one-way traffic flows in Bramley Road be deferred to allow a final round of consultation to determine if there is a majority view and the Petitioners be advised accordingly; and

(2) the parking management measures proposed for Phase 4a of the Parking Action Plan be implemented as advertised and the Objectors be advised accordingly.
JTB 09/015 Application for Road Traffic Order at Manor Park Country Park
The report of the Country Parks Area Manager outlined the procedure for applying a Traffic Regulation Order at Manor Park Country Park, West Malling to enable the County Council to manage and enforce the car park.

RESOLVED: That the Traffic Regulation Order at Manor Park Country Park be implemented as advertised and the Objector be advised accordingly.
JTB 09/016 Tonbridge Conservation Area - Street Furniture and Surfaces Guide
The joint report of the Director of Planning, Transport and Leisure and Head of Community Operations advised that the Borough Council's Planning and Transportation Advisory Board had recently recommended the adoption of the Tonbridge Conservation Area Street Furniture and Surfaces Guide as a material consideration for development control. The Board was invited to approve the Guide as a template for highway maintenance and improvement purposes and as a guide to County officers considering the highway aspects of specific developments.

RESOLVED: That the Street Furniture and Surfaces Guide for Tonbridge Conservation Area

(1) be commended for adoption as a material consideration in respect of the highway implications of development proposals; and

(2) be paid regard to in designing, specifying and maintaining the streetscene in the Conservation Area.
JTB 09/017 Parish Portal Update
The report of the Interim Director of Kent Highway Services provided an update on the development of the Parish Portal. Concern was expressed that access to the Portal was unavailable in non parished areas and that, within parished areas, was unavailable to County and Borough Members who did not serve on the parish council within their Ward or Division. Members requested that this matter be raised at the Parish Partnership Panel and the Tonbridge Forum.

RESOLVED: That a letter be sent to Nick Chard, the County Council Cabinet Member for Environment, Highways and Waste, requesting that the Portal be made available within non parished areas and to Borough and County Councillors whose Wards and Divisions contain more than one parish.

JTB 09/018 Highway and Transportation Scheme Progress Report
The joint report of the Director of Planning, Transport and Leisure and the Head of Countywide Improvements provided a position statement for the financial year 2009/10 on highway improvement and traffic management schemes within Tonbridge and Malling.
JTB 09/019 Integrated Transport Programme for Tonbridge and Malling 2010/11 and 2011/12
The report of the Head of Transport and Development provided details of programme of integrated traffic schemes for 2010/11 and outlined schemes for 2011/12. Details of the new Scheme Prioritisation System used to assess schemes for inclusion in the 2010/11 programme were set out in the report. The Board noted that a seminar on the new Scheme Prioritisation System would be held at County Hall on 28 July 2009.
JTB 09/020 Petitions Submitted to Kent Highway Services
The report of the Interim Director of Kent Highway Services set out details of petitions received by the County Council since the last meeting of the Joint Transportation Board. Members were provided with an update on the traffic monitoring undertaken on the A228 Leybourne and West Malling Bypass. The Chairman advised that he had forwarded a petition received from residents of Tower Hill, Offham regarding road surface conditions to Kent Highway Services.
JTB 09/021 Information Reports from the Highways Advisory Board
The report of the Interim Director of Kent Highway Services set out details of matters considered at the meeting of the Highways Advisory Board held on 5 May 2009.
JTB 09/022 Public Transport Panel Minutes
The Director of Planning, Transport and Leisure presented the Minutes of the meeting of the Public Transport Panel held on 31 March 2009.
