JTB 09/026 Parking Action Plan - Progress Report

The report of the Director of Planning, Transport and Leisure provided an update of current work in the Parking Action Plan and focused on the Snodland Local Parking Plan, Phase 5 of the general parking improvement plan, the East Malling Parking Review and the parking review arising from the development of West Kent College.

RESOLVED: That the following be commended to the Borough Council Cabinet

(1) the package of measures from the West Kent College developers' Parking Report be approved for formal consultation and implementation subject to there being no unwithdrawn objections;

(2) the two single yellow line restrictions proposed on College Avenue nearest to the intersection with Burns Crescent and situated on a hill bend be joined by a continuous single yellow line to provide clear vision and vehicle passing on that section of road; and

(3) the arrangements be reviewed at the end of an experimental period and also once the college is opened in Autumn 2011.

JTB 09/027 Speed Management in Kent - Position Statement
The report of the Head of Transport and Development provided an update on the trial use of temporary Speed Indication Devices (SIDs) across 24 locations around Kent as part of the Speed Management programme. The report also provided information on the Department for Transport guidance on the setting of local speed limits. Concern was expressed that interactive signs could distract drivers and that temporary devices increased residents' expectations that permanent solutions would be installed. Members expressed disappointment that they were not advised of the installation of temporary devices and this limited their ability to advise local residents.

County officers were asked to provide the Director of Planning, Transport and Leisure with details of the policy on the placement of advertising on roundabouts to assist the Borough Council with its consideration of planning applications. In response to concerns that the scheme to provide a speed limit in Clare Lane, East Malling had been delayed to 2014 by the Department for Transport guidance on setting local speed limits, the County officers offered to pursue this matter with the County Council Cabinet Member for Environment, Highways and Waste to enquire whether an exception would be allowed in this case. In parallel, the Chairman undertook to write to the County Council Cabinet Member to reinforce the case.
JTB 09/028 Integrated Transport Programme 2010-11
The report of the Head of Transport and Development set out details of schemes currently being bid for as part of the 2010/2011 Integrated Transport Programme for Kent. Members were advised that the seminar on the new Scheme Prioritisation System scheduled to be held on 28 July had been deferred to 9 September 2009.
JTB 09/029 Highway and Transportation Scheme Progress Report
The report of the Head of Countywide Improvements provided an update on highway and traffic management schemes in the Borough during 2009/10 and outlined expected progress by the next meeting of the Board. Members reiterated their concern that the delay in providing the new footway from Clare Lane to Chapman Way, East Malling, exacerbated by the lack of a speed limit in Clare Lane, exposed primary school children to a very dangerous situation as they walked between East and West Malling.
JTB 09/030 A228 Leybourne and West Malling Bypass - Before and After Monitoring
The report of the Head of Transport and Development provided an update on monitoring undertaken on the A228 Leybourne and West Malling Bypass. The Chairman advised that the report was erroneous in its statement that any traffic issues identified from the post monitoring studies would be subject to prioritisation within the Integrated Transport Programme and he requested that the County Council confirm that capital had been set aside for any remedial works arising from the provision of the Leybourne and West Malling Bypass.
JTB 09/031 Petitions submitted to Kent Highway Services
The report of the Interim Director of Kent Highway Services set out details of petitions received by the County Council since the last meeting of the Joint Transportation Board. County officers undertook to forward to the Transport and Development team the Board's wish that the signing deficiencies on the approaches to Priory Road bridge be dealt with. The Board acknowledged that any further consideration of traffic and parking management difficulties in Fernleigh Rise, Ditton, should be held in abeyance. It was noted that the results of investigations arising from the petitions in respect of Holmes Court and Walderslade Woods Road would be reported to the next meeting of the Board.
JTB 09/032 Highway Drainage
The report of the Head of Technical Services provided the Board with an overview of highway drainage within the county. Members were invited to provide details to the Director of Planning, Transport and Leisure of any areas of concern, particularly areas prone to flooding, so that a comprehensive list could be provided to the Head of Technical Services seeking an update on the condition of the highway drainage system and an indication of works to be undertaken.
JTB 09/033 Parish Portal Update
The report of the Interim Director of Kent Highway Services provided an update on the development of the Parish Portal. The Chairman advised that he would write again to Nick Chard, the County Council Cabinet Member for Environment, Highways and Waste, requesting that the Portal be made available within non parished areas and to Borough and County Councillors whose Wards and Divisions contained more than one parish.
JTB 09/034 Kent Route Utilisation Strategy - Consultation Responses
The joint report of the Director of Planning, Transport and Leisure and the Head of Transport and Development set out details of the responses submitted to Network Rail's public consultation of its Draft Kent Route Utilisation Strategy. The Chairman advised that he would write to the Secretary of State and the Members of Parliament reinforcing the comments made in the responses to the consultation.
