JTB 09/038 Parking Action Plan - Progress Report

The Director of Planning, Transport and Leisure presented the first Annual Report of the Parking Team. The report highlighted that work on the Parking Action Plan had continued and that the current focus was on parking conditions in East Malling and creating a Local Parking Plan for that village. It was noted that work had progressed at various locations within Phase 5 of the Parking Action Plan and that access problems at the Handy Stores, Bow Road, Wateringbury had been included in the Plan following receipt of a petition from local residents.

RESOLVED: That the Borough Council Cabinet be commended to endorse the Annual Report.
MATTERS SUBMITTED FOR INFORMATION
JTB 09/039 Street lighting - Operational Arrangements
The Head of Technical Services reported on the development of the new arrangements for street lighting energy supplies between Kent Highway Services and EDF and indicated that regular progress reports would be submitted to future meetings of the Board.
JTB 09/040 The Kent Permit Scheme - Road Works Coordination
The report of the Interim Head of Kent Highway Services set out details of a scheme to improve the management of all works on local road networks and reduce disruption to road users. It was noted that the scheme would commence on 25 January 2010.
JTB 09/041 Speed Limit Review
Further to Minute JTB 09/027 the Interim Head of Kent Highway Services provided details of the process and procedures for the review of all speed limits on A and B Roads by Kent Highway Services to ensure that the standards set out in new national guidance were met. The Speed Limit Review Project Manager set out the context and focus of the review and responded to Members' concerns about the processes for disseminating information to the community, the consultation process and the ability to provide a flexible response to reflect local circumstance.
JTB 09/042 Parish Representations on Traffic and Highway Matters
The joint report of the Leader of the Borough Council and the Deputy Leader of Kent County Council set out details of the arrangements to allow parish councillors or clerks to make representations at meetings of the Joint Transportation Board when highway, traffic and transportation matters affecting their parish were being discussed. The Chairman stressed that this would not prevent parishes from bringing general, non-specific, matters to the Parish Partnership Panel and he hoped that the Board would provide an opportunity for parish councils to influence the decision-making process through direct contact with the county members and officers.
JTB 09/043 Matters Raised by Parish Councils
Further to the previous item, Aylesford and Kings Hill Parish Councils raised highway traffic management matters relating to their parish areas. It was noted that the item relating to parking near a traffic light controlled junction at Station Road/London Road, Aylesford had been included in the Parking Action Plan and that the items relating to 'repeater signs' and speed limits would be included in the Speed Limit Review.
JTB 09/044 Integrated Transport Programme for 2010/11
The report of the Head of Transport and Development provided details of the new procedures for prioritising schemes for the Integrated Transport Programme and the emerging programmes for 2010/11 and 2011/12.

The local Member for Larkfield South ward presented a petition to Kent Highway Services seeking expedition of the scheme to convert the zebra crossing at the top of New Hythe Lane to a pelican crossing.
JTB 09/045 Highway and Transportation Schemes Progress Report
The report of the Head of Countywide Improvements provided an update on highway and traffic management schemes in the Borough during 2009/10.
JTB 09/046 Petitions submitted to Kent Highway Services
The report of the Interim Director of Kent Highway Services set out details of petitions received by the County Council since the last meeting of the Joint Transportation Board. It was noted that the petition received under the previous item would be reported to the next meeting of the Board.
JTB 09/047 A21 Newsletter
The report of the Director of Planning, Transport and Leisure set out details of progress by the Highway Agency toward the dualling of the A21 between Tonbridge and Pembury. A copy of the agency's newsletter, published in October, was appended to the report.

Apologies for absence were received from Borough Councillor Rhodes and from County Councillors Mrs Dagger, Mrs Dean and Mr Horne MBE (Vice-Chairman). The Chairman advised that County Councillor Nick Chard, Cabinet Member for Environment, Highways and Waste, had intended to attend the meeting but had been unavoidably detained elsewhere.
