JTB 10/001 Declarations of interest.
County Councillor Horne declared a personal interest in the item on the Parking Action Plan in that he was a member of the Board of Governors of West Kent College.
JTB 10/002 Minutes
RESOLVED: That the Minutes of the meeting of the Joint Transportation Board held on 30 November 2009 be approved as a correct record and signed by the Chairman.
MATTERS FOR RECOMMENDATION TO THE CABINET
JTB 10/003 Parking Action Plan - Progress Report

Reference was made to the development of a Local Parking Plan for East Malling through a Steering Group comprising local Members and interest groups. The report highlighted action taken to deal with parking behaviour within the vicinity of West Kent College, Tonbridge. The report provided an update on progress with the Parking Action Plan - Phase 5 at various locations across the Borough. Following discussion by the Joint Transportation Board Annex 1 to the report was amended as follows:-
• The Freehold/Orchard Road, East Peckham - subject to further consultation with local Members;
• 27 - 31 High Street, Wouldham - solution to be based on installing bollards; and
• Church Street, Burham - proposed waiting restrictions to be based on Drawing number DD464/2 as displayed at the meeting.

RESOLVED: That the Borough Council Cabinet be commended to endorse the proposals for Phase 5 of the Parking Action Plan set out in Annex 1 to the report, as amended.
MATTERS SUBMITTED FOR INFORMATION
JTB 10/004 Matters raised by Parish Councils
The report of the Director of Planning, Transport and Leisure set out details of matters raised by Wrotham Parish Council in respect of drainage issues in Bull Lane and Labour in Vain Road and car advertising along the A20. Kent Highways advised that the drainage issues were being investigated and that officers would respond direct to the Parish Council. Members requested that a report on duties, responsibilities and enforcement issues relating to advertising on highways be submitted to a future meeting of the Board.
JTB 10/005 Highway and Transportation Scheme Progress Report
The joint report of the Director of Planning, Transport and Leisure and the Divisional Manager, Kent Highways provided an update on approved and funded highway improvement and traffic management schemes within the Borough and outlined expected progress up to June 2010. Particular reference was made to proposed re-surfacing schemes during 2010-11 and to the system for identifying where works were required.
JTB 10/006 Petitions submitted to Kent Highway Services
The report of the Interim Director of Kent Highway Services set out details of petitions received by the County Council since the last meeting of the Joint Transportation Board. In addition a petition was received from local County, Borough and Parish councillors regarding the traffic signals between the A20/A228 junction and junction 4 of the M20 motorway.
JTB 10/007 Winter Maintenance, Permit Scheme and Freedom Pass
The report of the Interim Director of Kent Highway Services provided details of issues discussed at the Policy Overview and Scrutiny Committee of Kent County Council on 22 January 2010. Attention was drawn to the local Winter Maintenance Plan for Tonbridge and Malling and to the consultation process for identifying local gritting priorities.
