JTB 10/009 Declarations of interest.
Councillor N Heslop declared a personal interest in the item on the Parking Action Plan in that he was a member of the Governing Body of West Kent College.

Councillor Mrs Simpson declared a personal interest in the item on the Parking Action Plan in that she was a member of East Malling and Larkfield Parish Council.

RESOLVED: That the Minutes of the meeting of the Joint Transportation Board held on 8 March 2010 be approved as a correct record and signed by the Chairman.
JTB 10/011 Parking Action Plan - Progress Report

The report of the Director of Planning, Transport and Leisure provided an update on progress in carrying out the Parking Action Plan. Reference was made to the recent meeting of the East Malling Local Parking Plan Steering Group and endorsement of the local parking plan was sought for public consultation.

The report highlighted progress with the package of measures to deal with parking pressures in the neighbourhood of West Kent College and summarised the representations and objections received following formal advertisement of the proposals.

The Director of Planning, Transport and Leisure provided an update on progress with Phase 5 of the Parking Action Plan at various locations across the Borough and drew attention to a petition received from residents in Zone M in Tonbridge requesting an additional "permit holder only" period to address the effect of parking by shoppers and office workers in the afternoons.

RESOLVED: That the Borough Council Cabinet be commended to

1) endorse the draft East Malling Local Parking Plan for the purposes of public consultation;

2) approve the responses to the objections to The Kent County Council (Brook Street Area, Tonbridge & Malling) (Prohibition and Restriction of Waiting) Order 2010 as set out in paragraph 1.2.9 of the report, advise the objectors accordingly and install the Order, as amended;

3) accept the request of the petitioners to vary Zone M by introducing a one hour period of restriction each weekday afternoon as set out in paragraph 1.4.4 of the report, advise the petitioners accordingly and introduce the necessary changes; and

4) in the event that emergency action be required mid-cycle to deal with parking problems in the neighbourhood of West Kent College between now and the end of the construction period, authorise the Director of Planning, Transport and Leisure, in conjunction with the Chairman and Vice-Chairman of the Joint Transportation Board, to introduce any necessary and appropriate parking controls required to remedy the situation.
JTB 10/012 A21 Tonbridge to Pembury Dualling Scheme

The report of the Director of Planning, Transport and Leisure provided an update on the A21 Dualling Scheme and gave details of a response made on the announcement of alternative proposals to be considered at the Public Inquiry scheduled to start on 13 July 2010.

A supplementary report circulated at the meeting advised that the Inquiry had now been postponed and future arrangements would not be known pending the results of the Government's comprehensive spending review.

RESOLVED: That the Borough Council Cabinet be commended to

1) endorse the holding response submitted to the Highways Agency expressing concerns about the alternative proposals;

2) given the postponement of the Public Inquiry, request that the Chairman and Vice-Chairman of the Joint Transportation Board write to the Secretary of State to reinforce the view of the Board that the completion of the scheme is a critical strategic and local priority, particularly with regard to providing proper access to the new regional hospital, and that the Public Inquiry should proceed at the earliest possible date; and

3) in the event of any further changes in circumstances concerning the scheme programming, requiring further representations to be made, authorise the Director of Planning, Transport and Leisure, in conjunction with the Chairman and Vice-Chairman of the Joint Transportation Board, to provide an appropriate and urgent response.
JTB 10/013 Winter Service Consultation 2009/10
The report of the Cabinet Member for Environment, Highways and Waste provided an update on the Winter Service Consultation undertaken by the County Council during April 2010. The Board noted that the results of the consultation would be used to inform and improve the winter service policy and service provision for 2010/11. It was noted that the majority of district and parish councils had responded directly to an online survey and it was

RESOLVED: That the submissions made directly by Members of the Borough Council and by parish councils within the Borough be endorsed.
JTB 10/014 M20 Junction 4 and A228 Leybourne and West Malling Bypass - Operational and Safety Review
The report of the Head of County-wide Improvements provided an update on the final commissioning of the traffic signals at Junction 4 of the M20 and along the A228 Leybourne and West Malling Bypass. Details of the results of an operational and safety study review undertaken by Jacobs were presented to the Board. While welcoming the improved traffic signalling arrangements a number of Members expressed concern about the lack of clarity of the scope and cost of improvements to the signage and road markings and looked forward to a fuller report to the next meeting of the Board.

RESOLVED: That the following be commended to the Borough Council Cabinet:

1) the content of the report and the operational and safety study review be noted;

2) the views expressed by the Joint Transportation Board in respect of signing, road lining and the signalling arrangements at the Castle Way junctions be noted; and

3) Jacobs be asked to work up a firm list of costed proposals and priorities within the available funding and a report be submitted to the September 2010 meeting of the Joint Transportation Board for approval prior to any works commencing.

MATTERS SUBMITTED FOR INFORMATION
JTB 10/015 A228 Malling Road - Southern Gas Network Mains Replacement Work
The Director of Kent Highway Services submitted details of a major scheme of gas mains replacement work commencing on 25 July 2010 on the A228 between Kings Hill and Mereworth. Concern was expressed about the implications of a full road closure for the surrounding highway network and the Board requested that the Director of Kent Highway Services seek the assistance of Kent Police in dealing with any traffic problems.
JTB 10/016 Highway and Transportation Scheme Progress Report
The joint report of the Director of Planning, Transport and Leisure and the Divisional Manager of Kent Highways provided an update on approved and funded highway improvement and traffic management schemes within the Borough and outlined expected progress up to September 2010. In discussing the report concerns were raised about the assessment criteria used to prioritise schemes and it was recognised that these were under review by the County Council.
JTB 10/017 Integrated Transport Programme for Tonbridge and Malling 2011/12 and 2012/13
The report of the Head of Transport and Development provided details of the emerging Integrated Transport Programme for 2011/12 and 2012/13. The Board requested that future reports also include details of schemes funded by contributions from developers, together with the timescales for those highway improvements.
JTB 10/018 Petitions Submitted to Kent Highway Services
The report of the Director of Kent Highway Services set out details of petitions received by the County Council since the last meeting of the Joint Transportation Board. In addition a petition was received from local County, Borough and Parish councillors regarding recent fatal road traffic accidents on the A20 at Wrotham Hill.
JTB 10/019 Highway Drainage
Further to the report considered at the meeting of the Joint Transportation Board held on 24 August 2009 (Minute JTB 09/032 refers) the Director of Planning, Transport and Leisure submitted a schedule of sites with highway drainage problems. The Board was advised that Kent Highway Services were assessing each location to seek the best resolution for each problem. Members were invited to provide details of any further areas of concern.
JTB 10/020 Update Report from the Environment, Highways and Waste Overview and Scrutiny Committee
The report of the Director of Kent Highway Services summarised matters considered at recent meetings of the Environment, Highways and Waste Overview and Scrutiny Committee.
