RESOLVED: That the Minutes of the meeting of the Joint Transportation Board held on 14 June 2010 be approved as a correct record and signed by the Chairman.
JTB 10/024 Parking Action Plan Progress Report

The report of the Director of Planning, Transport and Leisure provided an update on the progress in carrying out the Parking Action Plan. Details of objections received following the formal advertisement of the Traffic Regulation Order for the twenty-four locations identified in Phase 5 of the Parking Action Plan, together with an assessment of those objections, were set out in Annex 2 to the report.

The Director of Planning, Transport and Leisure provided an update on the draft East Malling Parking Plan and advised that the outcome of the public consultation would be reported to the next meeting of the Board.

RESOLVED: That the Borough Council Cabinet be commended to approve the responses to the objections to the Kent County Council (Various Roads, Tonbridge and Malling) (Waiting Restrictions and On-Street Parking) (Amendment No 2) Order 2010, as set out in Annex 2 to the report, advise the objectors accordingly and install the Order as amended.
JTB 10/025 Operational and Safety Works proposed for the A228 Leybourne and West Malling Bypass and M20 Junction 4
The Head of Countywide Improvements presented a list of operational and safety works proposed for the A228 Leybourne and West Malling Bypass and Junction 4 of the M20 arising from a safety review study undertaken by Jacobs in April to June 2010.

RESOLVED: That the report be noted and approval be granted to carry out the proposed works identified in the report.

JTB 10/026 Arriva 101 Service Withdrawal
The report of the Sustainable Transport Manager set out details of Arriva's withdrawal of the 101 Service from north and south bound bus stops on the A228 (Blue Bell Hill) on health and safety grounds. Borough Councillor Sullivan presented a petition from local residents requesting the reinstatement of the service and inviting Kent Highways to investigate whether the application of a lower speed limit could be investigated.
JTB 10/027 Additional Monitoring at Leybourne Way, A228 Kent Street and West Malling Station
Further to Minute JTB 09/030 of the meeting of the Board held on 24 August 2009, the Director of Kent Highway Services presented the results of the additional monitoring studies undertaken on the surrounding road network, notably at Leybourne Way and the A228 at Kent Street. The report outlined the mechanisms available for implementing future work programmes or schemes arising from these further studies. The report also outlined additional monitoring and comparative studies to be undertaken specifically to the operation of West Malling Station, the link road and the use of the bus gate on the link road. A number of Members expressed disappointment at the length of time it had taken to recognise the impact of the West Malling Bypass on the surrounding road network.
JTB 10/028 A21 Tonbridge to Pembury Dualling Scheme
The report of the Director of Planning, Transport and Leisure provided an update on correspondence with the Secretary of State in respect of the A21 Tonbridge to Pembury Dualling Scheme.
JTB 10/029 Winter Service Operational Policy
The Head of Community Operations presented Kent Highway Services' emerging Winter Service Operational Policy and service provision for 2010/11. The Board commended Kent Highway Services for their wide and constructive consultation with the Borough and parish councils on this issue.
JTB 10/030 Integrated Transport Programme
The report of the Director of Kent Highway Services provided updates on highway improvement schemes within the current year's programme, the Member Highway Fund Schemes and on the carriageway and footway resurfacing programme. Details were provided on the development of the Local Transport Plan for Kent 2011-16 with particular reference to the emerging Integrated Transport Programmes for 2011 to 2013, the Scheme Prioritisation System, the Speed Limit Review programme and Road Safety Partnerships.
JTB 10/031 Petitions Submitted to Kent Highway Services
The report of the Director of Kent Highway Services set out details of the petitions received by the County Council since the last meeting of the Joint Transportation Board. The Board was advised that a further petition, in respect of the High Street, East Malling had been received since the publication of the report.
JTB 10/032 Reports from the Environment, Highways and Waste Policy Overview and Scrutiny Committee (EHW POSC)
The report of the Director of Planning, Transport and Leisure summarised matters considered at recent meetings of the Environment, Highways and Waste Policy Overview and Scrutiny Committee.
