RESOLVED: That the Minutes of the meeting of the Joint Transportation Board held on 20 September 2010 be approved as a correct record and signed by the Chairman.
JTB 10/036 Parking Action Plan Progress Report

The report of the Director of Planning, Transport and Leisure summarised the outcome of the consultation on the draft East Malling Local Parking Plan, including the recommendations of the Steering Group comprising Members of the Parish, Borough and County Councils and local community representatives. The report outlined progress towards Phase 5 of the general programme and preparatory work on Phase 6.

RESOLVED: That the Borough Council Cabinet be commended to adopt the East Malling Local Parking Plan and the actions contained therein be implemented.
JTB 10/037 A228 Leybourne and West Malling Bypass, Castle Way and M20 Junction 4
The Head of Countywide Improvements provided an update on progress towards the proposed operational and safety works to the A228 Leybourne and West Malling Bypass and Junction 4 of the M20 motorway. Details of the issues relating to the north and south junctions of Castle Way were set out in the report and it was

RESOLVED: That the principle of adjusting the signals at each end of Castle Way as described in the report be endorsed and, subject to availability of funding, the works be implemented.

JTB 10/038 Winter Service - Local District Plan
The Director of Kent Highway Services presented the Local Winter Service Plan 2010-11 for the Borough. Particular attention was drawn to the advice provided to residents on clearing snow and ice from pavements and public areas.
JTB 10/039 Arriva 101 Service Withdrawal
The report of the Director of Kent Highway Services provided an update on investigations into the reinstatement of the 101 service at two bus stops on the A229, Blue Bell Hill. In response to ongoing concerns regarding the withdrawal of this service the Director offered to write to the bus operator seeking evidence of the reasons justifying withdrawal of this service.
JTB 10/040 Highway Improvement Schemes
The Director of Kent Highway Services presented a progress report on highway improvement schemes 2010-11.
JTB 10/041 Petitions submitted to Kent Highway Services
The report of the Director of Kent Highway Services set out details of petitions received by the County Council since the last meeting of the Joint Transportation Board.
JTB 10/042 Update on the Freight Strategy for Kent
The Director of Kent Highway Services outlined the proposals contained in a major action programme to be undertaken by the County Council to tackle the problem of heavy goods vehicles causing traffic chaos and disruption on narrow country lanes and rural roads in Kent.

Mr H Rayner of Wrotham Parish Council was also present. Borough Councillor Mrs Simpson was also representing East Malling and Larkfield Parish Council.

An apology for absence was received from Borough Councillor D Smith.
