JTB 11/001 Declarations of interest.
Borough Councillors Mrs Simpson and Mrs Woodger and County Councillor Mrs Dean declared personal interests in the item on the Parking Action Plan in that they were Trustees of the St James Centre, East Malling.
JTB 11/002 Minutes
The Chairman invited officers to provide an update on Minute JTB 10/037 regarding the proposal to amend the light sequence and the provision of additional signage to be funded by the parish council.

RESOLVED: That the Minutes of the meeting of the Joint Transportation Board held on 29 November 2010 be approved as a correct record and signed by the Chairman.
MATTERS FOR RECOMMENDATION TO THE CABINET
JTB 11/003 Parking Action Plan

The report of the Director of Planning, Transport and Leisure provided details of the draft list of locations for Phase 6 of the general programme of the Parking Action Plan. Details of objections received following the formal advertisement of the on-street Traffic Regulation Order in respect of the East Malling Local Action Plan were also submitted. Particular reference was made to a petition received in respect of parking issues relating to the St James Centre in Chapman Way, East Malling and the lack of on-site parking within that facility.

RESOLVED: That

(1) the Borough Council Cabinet be commended to

(i) endorse the actions for Phase 6 of the Parking Action Plan as set out at Annex 1 to the report;

(ii) subject to the proposals regarding the proposed restrictions outside the former St James School being held in abeyance, approve the responses to the objections to the Kent County Council (East Malling Parking Plan - In the Borough of Tonbridge and Malling)(Waiting Restrictions and On-Street Parking)(Amendment No 4) Order 2011, as set out in Annex 2 to the report, advise the objectors accordingly and install the Order as advertised; and

(iii) note the petition received in respect of the proposed parking arrangements in Chapman Way and advise the lead petitioner of the resolution set out below; and

(2) the Chairman of the Board write to the Kent County Council Cabinet Member for Education, Learning and Skills inviting her to consider improved parking provision on the site of the St James Centre and that this be installed over the summer months to enable the implementation of the proposed parking restrictions, which are required for safety reasons.
JTB 11/004 Tonbridge Pedestrian Guardrailing Assessment
The report of the Director of Kent Highway Services set out details of proposals to remove lengths of pedestrian guard rail that Kent Highways considered had little justification on highway safety grounds. The Board was advised that this matter had been considered by the Borough Council's Planning and Transportation Advisory Board at its meeting held on 22 February and the Advisory Board had concluded that the proposals be reviewed in consultation with local Members and the revised response referred to the Advisory Board before final submission. In light of this recommendation it was

RESOLVED: That consideration of this matter be held in abeyance until the Borough Council has reconsidered the issue at a future meeting of the Planning and Transportation Advisory Board.

JTB 11/005 Highway Improvement Schemes
The Director of Kent Highway Services presented a progress report on highway improvement schemes 2010-11.
JTB 11/006 Petitions submitted to Kent Highway Services
The report of the Director of Kent Highway Services set out details of petitions received by the County Council since the last meeting of the Joint Transportation Board or currently under consideration by the Kent Highway Services.
JTB 11/007 Matters raised by Parish Councils
The report of the Director of Planning, Transport and Leisure set out details of a request received from Wrotham Parish Council for consideration of a maintenance issue on Old London Road arising from the severe winter weather.
JTB 11/008 Winter Damage Statement
The report of the Head of Community Operations set out details of action taken to expand the number of repairs to weather damaged potholes following the harsh weather conditions in December 2010.
JTB 11/009 Reports from the Environment, Highways and Waste Policy Overview and Scrutiny Committee
The report of the Director of Planning, Transport and Leisure summarised matters considered at recent meetings of the Environment, Highways and Waste Policy Overview and Scrutiny Committee.
JTB 11/010 Borough Transportation Matters
The report of the Director of Planning, Transport and Leisure provided details of a number of transportation issues currently affecting the Borough. Particular reference was made to the request made to the Department for Transport to restart the Public Inquiry for the A21 Tonbridge to Pembury Dualling Scheme and to the current rail issues confronting the Borough.
JTB 11/011 Kent Highway Services Reorganisation
The report of the Director of Planning, Transport and Leisure provided an update on the current, considerable, reorganisation within Kent Highway Services and assessed the potential implications for joint working between the authorities on highway, traffic and transportation matters. The Board was saddened to note that Mr A Moreton would no longer attend meetings of the Joint Transportation Board and wished him every success in his new role in Highway Services.
