RESOLVED: That the Minutes of the meeting of the Joint Transportation Board held on 7 March 2011 be approved as a correct record and signed by the Chairman.
JTB 11/015 Parking Action Plan

The report of the Director of Planning, Transport and Leisure outlined the Borough Council's role in parking management aimed at achieving a fair balance of opportunity between competing demands and helping traffic to flow by promoting safe and considerate parking behaviour.

Details were given of progress on implementing the Parking Action Plan with a particular focus on the current initiatives, East Malling Local Parking Plan and Phases 5 and 6 of the general programme. In addition the report dealt with a petition concerning the recently installed waiting restrictions in Admiral Moore Drive, Aylesford and the management of double parking and dropped kerb enforcement.

RESOLVED: That the Borough Council Cabinet be commended to

(1) note the petition to remove the waiting restrictions installed in the Royal British Legion Village as part of Phase 5 of the Parking Action Plan and, after careful consideration, to endorse retention of the waiting restrictions as installed and advise the petitioners accordingly;

(2) endorse the enforcement powers on dropped kerbs and double parking set out in Annex 3 to the report; and

(3) record appreciation of the exemplary work of Karole Reynolds, Senior Engineer, and convey best wishes to her upon her retirement.
JTB 11/016 Kent Highway Services Soft Estate Maintenance 2011-12 Update
The Director of Kent Highway Services provided an update of planned levels of service for soft estate maintenance of the highway during 2011/12, it being noted that the budget for such work had been reduced by 30 percent

Concern was expressed that the reduction in frequency of grass cutting and weed spraying would have serious implications for the street scene in the Borough. It was therefore considered important for the ongoing discussion with borough and parish councils to be extended to explore options for collaborative working.

RESOLVED: That the County Council be invited to work with the Borough Council to investigate and, where appropriate, introduce innovative approaches to soft landscape maintenance of the public highway through joint working and coordinated activity with the aim of reducing the impact of budget cuts on the quality of the street scene.
MATTERS SUBMITTED FOR INFORMATION
JTB 11/017 Find & Fix - Pothole Repairs - Progress report - 2011
The report of the Director of Kent Highway Services provided a position statement on progress of the Find and Fix pothole repair works in Tonbridge and Malling. It was noted that the work began on 19 April 2011 with a completion date dependent on the rate of repair and ongoing assessment of need. Members and the public were encouraged to continue to report faults to highlight roads in need of repair. The Board commended the teams involved for their swift response to reported winter damage.
JTB 11/018 Planned Maintenance Works - Winter Damaged Roads
The Director of Kent Highway Services advised the Board of programmed works targeting roads which had been damaged through severe weather conditions over the last winter period. It was noted that a schedule of potential sites identified by Kent Highways operational teams was currently being assessed following which a prioritised programme for planned maintenance schemes would be produced.
JTB 11/019 Highway Improvement Schemes
The report of the Director of Kent Highway Services provided a comprehensive update on current and future works on the highway funded from a range of sources.

The Board was advised that the County Member Highway Fund would not be carried over to the next financial year and any requests to fund schemes needed to made before the autumn. Reference was made to the possibility that, arising from the ongoing reorganisation within Kent Highway Services, Mr T Drury might no longer be attending the Joint Transportation Board. Members recorded their appreciation of his contribution to the Board and assistance to residents of the Borough.
JTB 11/020 Borough Transportation
The Director of Planning, Transport and Leisure provided an overview and update of transportation matters currently featuring on the Borough Council's broader agenda. Particular reference was made to the work with the County Council to help shape the development of the two key documents providing the framework for future highways and transportation investment in Kent. These were 'Growth without Gridlock' and the 'Local Transport Plan for Kent 2011-16'. Details were given of a proposed response to the former being recommended to the Planning and Transportation Advisory Board on 14 June 2011.

The report of the Director of Kent Highway Services set out details of petitions received by the County Council since the last meeting of the Joint Transportation Board or currently under consideration by Kent Highway Services.
