Parking Action Plan Progress Report Decision Notice D110117MEM |
The report of the Director of Planning, Transport and Leisure gave an update on the implementation of Phase 6 of the general parking programme together with an opportunity to consolidate the on-street parking Order and results of a consultation in Zone M, Tonbridge, following receipt of a petition seeking an additional afternoon restriction to a number of roads. RESOLVED: That the following be commended to the Borough Council Cabinet: (1) the short-term prioritisation of the Parking Action Plan, as set out in paragraph 1.2.5 of the report, be endorsed; (2) the consolidation of the on-street parking Traffic Regulation Order, as set out in paragraph 1.3.3 of the report, be endorsed; and (3) in the light of the response to public consultation, the parking management arrangements in Zone M of the Tonbridge Local Parking Plan be left unchanged and the leader of the petition requesting an additional period of afternoon restriction be informed accordingly. |

The Director of Planning, Transport and Leisure gave an update on the position adopted by the Borough Council in respect of the pedestrian guard rail assessment following consideration by the Planning and Transportation Advisory Board (Decision No D110116MEM refers). RESOLVED: That the following be commended to the Borough Council Cabinet: the adopted position on pedestrian guard rail set out in Annex 1 to the report be endorsed and conveyed to the County Council for consideration. |

Matter Raised by Parish Council |
The Director of Planning, Transport and Leisure reported that a Technical Note had been submitted to the Board by Wrotham Parish Council concerning road safety conditions on the A20 on Wrotham Hill. The Chairman of the Parish Council (Mr H Rayner) made a presentation on the issues raised in the report. RESOLVED: That Kent Highways and Transportation be requested urgently to revisit their previous report to the Joint Transportation Board and make a full assessment of the possibilities of providing some, if not all, of the proposed amendments to the highway set out in section 5 of the Technical Note submitted by Wrotham Parish Council, to take any feasible steps in the interim and to report back to the next meeting of the Board with a comprehensive response including the definition of an accident "black site". |

Highway Soft Estate Management |
Further to Minute JTB 11/016, the joint report of the Director of Kent Highways and Transportation, the Director of Planning, Transport and Leisure and the Director of Health and Housing provided an update on discussions held into ways of resolving the problems arising from the reduction in service level for weed spraying. Members were advised that it had been concluded that the best way forward for the current year would be a second round of spray on hard surfaces, timed to co-ordinate with street cleansing operations. The cost of the additional spray, estimated at approximately £15,000, would be shared between the County and Borough Councils using existing budgets, the Borough's contribution being £5,000. It was noted that the County Council would be reviewing its approach to weed spraying in conjunction with Borough officers prior to next year's growing season to ensure best co-ordination of the spraying and associated follow-up street cleansing. Members requested that a further report be presented to the Board in due course on the proposed approach for next year. |

Highway and Transportation Schemes |
The report of the Director of Kent Highways and Transportation provided a summary of the current position on a number of traffic and transportation initiatives in the Borough funded from a range of sources. It was requested that a single report be presented to a future meeting of the Board explaining all potential sources of funding for the West Malling station project and the timescales for bringing forward the works. Considerable discussion ensued on the County Member funding of highway schemes which, it was noted, needed to be committed by the end of November. Borough Members enquired about ascertaining progress on such schemes and were advised to contact the appropriate County Member who would share the information in their monthly updates. The Board discussed concerns regarding provision of salt bins and dissemination of winter service plans and reference was made to the Borough Council's on-going scrutiny review of winter maintenance. |

New Staffing Arrangements in Kent Highways and Transportation |
The report of the Director of Kent Highways and Transportation gave details of the outcome of the restructure of Kent Highway Services, now called Kent Highways and Transportation, and explained how the department would continue to focus on working with communities and ensure proper engagement with Councillors, parishes and local people. A list of key staff for Tonbridge and Malling was annexed to the report and it was noted that a procedure for reporting problems and obtaining feedback was currently being drawn up including examination of the possibility of extending the parish portal for use by Borough Members. The Chairman advised that John Burr, Director of Kent Highways and Transportation, and Bryan Sweetland, County Cabinet Member for Environment, Highways and Waste, would be attending the next meeting of the Joint Transportation Board. |

Tonbridge Streetscene Audit |
The Director of Planning, Transport and Leisure indicated that an audit of the streetscene in central Tonbridge had been carried out with the aim of identifying low cost but effective interventions that could make a significant contribution to improving the streetscene. A schedule of work had been drafted for implementation in partnership with Kent County Council Highways. Members were invited to identify any omissions justifying inclusion in the schedule. |

Petitions Submitted to Kent Highway Service |
The report of the Director of Kent Highways and Transportation set out details of petitions received by the County Council since the last meeting of the Joint Transportation Board or currently under consideration. Members sought updates on a number of the items and requested that future reports be more specific and timely, providing information about the dates of submission of petitions and the County Council's response. The petition in respect of the A20 Wrotham Hill was dealt with separately (Minute JTB 11/027 refers). Reference was also made to the need for a report on the outcome of the petition regarding Strawberry Vale rail bridge signage for high-sided vehicles. |

Winter Damage Repairs - Find & Fix and Surfacing Schemes |
The report of the Director of Kent Highways and Transportation referred to the allocation by the Government of additional funding to local authorities to undertake repairs following the winter of 2010/11 and the subsequent damage to the highway network across the country. Details were given of the way in which the approximately £200,000 allocated to work in Tonbridge and Malling had been spent. |
