JTB 12/019 Parking Action Plan

The report provided updates on the phased approach to on-street parking management with a focus on current initiatives, the Aylesford Local Parking Plan and phase 6B of the Parking Action Plan.

RESOLVED: That the following be commended to the Borough Council Cabinet

(1) the Aylesford Steering Group's recommendations for the on-street proposals, as set out in the report, be approved; and

(2) the 'parking programme' as set out in section 1.4 of the report be endorsed.
JTB 12/020 Tonbridge Town Centre - Transport Strategy
The joint report of the Director of Kent Highways and Transportation and the Director of Planning, Transport and Leisure set out details of the outcomes emerging from the County Council's recent review of the Transport Strategy for the town centre contained in the Tonbridge Central Area Action Plan (TCAAP) adopted in April 2008. The Board was advised that the Highway Authority had appointed Jacobs to undertake an assessment of the road network in and around the town centre and to design and cost a range of options for improvements to traffic management and to evaluate opportunities to improve air quality and general environmental conditions. The traffic analysis undertaken had indicated that the London Road/Hadlow Road Link was not essential to the implementation of the TCAAP. In any event the prospects for the implementation of the scheme were extremely remote and the report suggested that some capital receipts arising from the abandonment of this scheme could stimulate the delivery of the measures identified in Annex A to the report.

A number of Members expressed various concerns about the modification of junctions and other initiatives proposed in Annex A to the report. The debate demonstrated how balanced the traffic situation in Tonbridge was and the difficulties in finding a package of practical measures to improve matters. The potential for knock-on implications for traffic movement, congestion and air quality was raised in connection with a number of the measures proposed. The need for consultation and engagement with local County and the Borough Council Members at an early stage in the design process was felt to be critical to take advantage of local knowledge which would make a valuable contribution to the emerging proposals.

RESOLVED: That

(1) the County Council Cabinet Member for Environment, Highways and Waste be advised that the London Road to Hadlow Road Link approved scheme should not be abandoned at this juncture and that the Joint Transportation Board requested that a further report be submitted to the meeting scheduled to be held on 24 September 2012; and

(2) a further report be made to the Board, following engagement with the local County members, all members of the Borough Council's Area 1 Planning Committee and the Cabinet Member for Planning and Transportation, with a proposed prioritised programme of works and an indication of how the measures will be funded, including some capital receipts arising from the proposed abandonment of the Link Road.

The report of the Director of Planning, Transport and Leisure provided an update on a number of transportation matters on which the Borough Council had been focusing.
JTB 12/022 Traffic Schemes Progress Report
The report of the Director of Highways and Transportation provided a summary of the current position on a number of traffic and transportation initiatives in the Borough. Updates were given on a number of the County member funded schemes.
JTB 12/023 Highway Works Programme 2012-13
The report of the Director of Highways and Transportation set out details of schemes programmed for construction by the County Council in 2012/13.
JTB 12/024 Petitions submitted to Kent County Council - H&T
The report of the Director of Highways and Transportation updated the position on petitions being considered by the County Council.
JTB 12/025 155 Bus Services from Chatham to Maidstone
The report outlined the current position regarding the 'late' running of the 155 Bus Service from Chatham to Maidstone. The local Borough Councillors expressed concern about the consultation undertaken prior to the County Council's decision to withdraw the subsidy which funded the evening service. It was noted that a further consultation by the County Council in the areas of the Borough of Tonbridge and Malling affected by the withdrawal of the subsidy to the 155 Bus Service would be valuable in reaching an informed view about the future of the service.
JTB 12/026 Kent Highways and Transportation - Tracker Survey 2011
The report of the Director of Highways and Transportation outlined the key results of the 2011 Resident, County member and Town/Parish Council Highway Tracker Survey which was available on the County Council's website.
JTB 12/027 Bold Steps for Aviation
The report outlined the content of the County Council's paper 'Bold Steps for Aviation' which discussed proposals for meeting the UK's future aviation needs.
