JTB 12/044 Minutes
RESOLVED: That the Minutes of the meeting of the Joint Transportation Board held on 24 September 2012 be approved as a correct record and signed by the Chairman.
JTB 12/045 West Malling Station Forecourt Remodelling Scheme
The Director of Kent Highways and Transportation's report provided an update on the West Malling Station Forecourt Remodelling Scheme and sought the Board's support of the detailed design option prepared by Jacobs in consultation with a Steering Group consisting of County and Borough officers, Southeastern and Network Rail. Mr T Darcy provided a presentation of the proposal and highlighted key improvements to station access, lighting, environment, car parking and integration with bus services. Particular reference was made to the improvement of Station Approach and to the proposed removal of the 'bus gate' on the link road to West Malling Bypass. Members welcomed the proposal to monitor usage of 'through' traffic between the Bypass and West Malling via Swan Street once the scheme had been completed.
It was noted that progress reports would be submitted to future meetings of the Joint Transportation Board.

RESOLVED: That the County Council Cabinet be commended to endorse the preferred detailed design option, together with the removal of the bus gate on the station access road.
JTB 12/046 Parking Action Plan

The report of the Director of Planning, Transport and Leisure provided an update on the phased approach to on-street parking management across the borough and focused in detail on the West Malling Local Parking Plan Review. The report set out details of a recent review of parking conditions in West Malling undertaken with the assistance of a local Steering Group and identified a number of opportunities to provide additional on-street parking within the town and to amend the regime for short-term parking in the High Street Car Park.

RESOLVED: That the following be commended to the Borough Council Cabinet

(1) the West Malling Local Parking Plan Steering Group's recommendations for :
1. the on-street proposals set out in the report be approved subject to a reduction of the waiting restrictions in St Leonard's Street;
2. the development of additional on-street proposals, as set out in the report, be approved; and
3. a further report be made six months after the implementation of the above to further consider the use of the Short Stay High Street car park; and
(2) the ‘parking programme' set out in sections 1.11, 1.12 and 1.13 of the report be endorsed.
MATTERS SUBMITTED FOR INFORMATION
JTB 12/047 Tonbridge Town Centre Transport Strategy - Update
Further to Minute JTB 12/032 the joint report of the Director of Kent Highways and Transportation and the Director of Planning, Transport and Leisure provided an update on progress with the development of a more focused action plan for the revised transport strategy endorsed at the last meeting of the Board.
JTB 12/048 A20/Seven Mile Lane Junction
The report of the Director of Kent Highways and Transportation outlined comments received in response to a consultation on proposed traffic signals at the A20 London Road junction with Seven Mile Lane. It was noted that the County Council had commissioned Jacobs to undertake safety assessment studies and that a further update would be presented to the Board when the results of this were received.
JTB 12/049 Borough Transportation Matters
The report of the Director of Planning, Transport and Leisure provided an update on a number of transportation matters on which the Borough Council had been focusing. Particular reference was made to the Bus Transport to Schools item and the Board noted that the County Council had offered to provide a specific briefing session for Members on an evening to be arranged in the New Year.
JTB 12/050 Highways Works Programme 2012-13
The report of the Director of Kent Highways and Transportation set out details of schemes programmed for construction by the County Council in 2012/13.
JTB 12/051 A Common Sense Plan for Safe and Sensible Street Lighting - The Next Steps
It was noted that this item had been withdrawn from the agenda at the request of the County Council.
JTB 12/052 Member Highway Fund and Traffic Schemes Programnme
The report of the Director of Kent Highways and Transportation provided a summary of the current position on a number of traffic and transportation initiatives in the Borough.
JTB 12/053 Petitions
The report of the Director of Kent Highways and Transportation provided an update on action taken in respect of a petition from residents of Pear Tree Avenue, Ditton seeking a review of highway safety in the vicinity of Ditton Infant School.
