The report of the Director of Planning, Transport and Leisure provided an update on the phased approach to on-street parking management across the borough and focused on the detail of Phase 6b and the on-street parking changes arising from the on-going West Malling Parking Review. The report set out details of the responses received to the formal consultations and advised which proposals would be implemented, amended or abandoned. RESOLVED: That the following be commended to the Borough Council Cabinet (1) the 'Recommendation' stated for each location within Annex 1 (Phase 6b) to the report be endorsed; and (2) the 'Recommendation' stated for each location within Annex 4 (West Malling Parking Review) to the report be endorsed. County Councillor Mrs Dean requested that it be recorded that she had voted against the recommendation in respect of long-stay car parking in Water Lane, West Malling. |

A Common Sense Plan for Safe and Sensible Street Lighting |
The report of the Director of Highways and Transport set out details of the County Council's proposals to reduce energy costs, carbon dioxide emissions and light pollution arising from the provision of street lighting. The report set out proposals for the Trial Switch Off of Surplus Lights for a twelve month period (Phase 1) and the conversion of a significant number of lights to Part Night Lighting (Phase 2). The Board gave consideration to the Phase 1 sites set out in the Annexes to the report and requested that the County Council investigate whether this could be extended to include West Malling Bypass and industrial estates. The Board supported the exclusion criteria to be applied to Phase 2 of the proposal and noted that full risk assessments and monitoring would be undertaken to ensure public safety. RESOLVED: That (1) the Trial Switch Off of Surplus Lights (Phase 1) at the sites identified in the report be amended to a Part-Night Lighting regime; (2) the Exclusion Criteria for the Part-Night Lighting be noted; and (3) the hours of Switch Off for the Part-Night Lighting be 12 midnight to 0530 hours. |

Platt Traffic Calming Proposals |
The report of the Head of Transportation provided details of the results of the consultation on the Platt Traffic Calming Scheme regarding the installation of speed cushions on Long Mill Lane, Grange Road and Comp Lane in order to maintain a twenty mile per hour speed limit. It was noted that the scheme would be funded from the local County Member Highway Fund. The Chairman of Platt Parish Council expressed her support for the proposal. RESOLVED: That the proposed traffic restrictions be implemented. |

Joint Transportation Boards Agreement and Governance |
The report of the Future Highways Manager set out details of a proposed revision to the Joint Transportation Board Agreement which would allow the Chairman of a Joint Transportation Board to vary the number of Parish or Town Council representatives attending a meeting. It was noted that, following further confirmation of the revised agreement by the County Council's Cabinet, each district council would enter into a revised agreement to reflect the approved changes. RESOLVED: That (1) the revision of the Joint Transportation Board Agreement be commended to the County Council Cabinet; and (2) the Borough Council Cabinet be requested to authorise the Director of Central Services and Monitoring Officer in due course to enter into a revised agreement to reflect the approved changes to the Joint Transportation Board Agreement. *Referred to Cabinet |

The joint report of the Director of Highways and Transportation and the Director of Planning, Transport and Leisure set out details of the draft Cycling Strategy prepared by Kent County Council (KCC) for the Tonbridge and Malling area and sought agreement to undertake public consultation. RESOLVED: That the following be commended to the Borough Council Cabinet KCC's Draft Cycling Strategy for Tonbridge and Malling be endorsed by the Borough Council for consultation purposes. |
