Tonbridge Town Centre |
In introducing the presentation, the Chairman reported the successful inspection and approval of the Council's Local Development Framework and confirmed that greenfield sites would not be required for fulfilment of Government targets for new housing. The Director of Planning, Transport and Leisure outlined the approach to Tonbridge town centre incorporated in the Master Plan, the Area Action Plan and the current Planning Brief, all of which were products of extensive consultation. He advised that the presentation would focus on how development of the Botany site itself might be taken forward. Ms Valerie Conway of BPS Surveyors, the consultant working with the Council, gave a presentation describing the objectives, principles and likely next steps for working in partnership with Sainsburys to develop the Botany area while ensuring continuity of provision of both the supermarket and the Angel Centre facilities. She emphasised that, as the process developed, there would be many opportunities for local people to contribute ideas and concerns. An outline of the presentation would be circulated with the Minutes. In response to members' questions, Ms Conway said that a Transport Impact Assessment dealing with all transport issues, including public transport provision and parking, would be required as part of the detailed planning proposals once a scheme had been designed. In addition, she noted that the character and extent of other retail development in the area would be informed by specialist research. |

Charity Scarecrow Trail |
Councillor David Aikman, a member of Tonbridge Rotary Club, described the organisation's charitable objectives and activities. He reported the achievements of very successful Scarecrow Trails in Wiltshire and in Wadhurst which had led to local schools working with the community to provide the public with a good day out and raise money for charity. Councillor Aikman asked for the Forum's help in establishing a Scarecrow Trail in Tonbridge, possibly on the first May Bank Holiday 2008, by holding a Special Forum for schools and other organisations which would like to take part. Forum members supported the possibility of such a community-based event and agreed that a Special Forum would be held. |

In deferring discussion of the topic to a future meeting, the Customer Services Manager explained that the Council was still in the process of reviewing and re-evaluating the improvements needed for service delivery at the Castle. |
