Decisions were taken on the following applications subject to the pre-requisites, informatives, conditions or reasons for refusal set out in the report of the Director of Planning, Transport and Leisure, or the variations indicated below.

Members of the public addressed the meeting where the required notice had been given and their comments were taken into account by the Committee when determining the application. Speakers are listed under the relevant planning applications shown below.

Taddington Wood - Reduce height or coppice trees to rear of 42 Marston Close (retaining all standard Oaks) and allow to regenerate (T.P.O. 12-02-18) at land rear of 42 Marston Close, Walderslade.

RESOLVED: That, subject to the applicant confirming that the application is for coppicing of the trees rather than a reduction in height, the application be

Two storey side extension to form 2 bedroom annexe and new single garage to side at 6 Jerome Road, Larkfield.

RESOLVED: That the application be

REFUSED for the following reason:

1. The proposed development, by virtue of its position on a prominent corner within an existing development would be out of keeping with the character of the street scene, the open aspect that is characteristic of this particular site and the area as a whole. The development is therefore considered to be contrary to Policy CC6 of the South East Plan2009 and Policy CP24 of the Tonbridge and Malling Local Development Framework Core Strategy 2007.

AP3 09/054 TM/09/01900/CR3 - Land at Coldharbour Lane, South of London Road, Aylesford
Resiting and expansion of Coldharbour permanent caravan site at land at Coldharbour Lane, South of London Road, Aylesford.

RESOLVED: The the Kent County Council be advised that the Borough Council notes that this development is contrary to the specific planning policies that apply to the site and considers that there would be grounds to object to the proposal UNLESS the following issues are addressed and appropriate conditions attached:

• A letting and allocations plan must be secured in order to manage the occupancy of the site in order that it provides for locally generated demand for Gypsy and Traveller accommodation;

• A comprehensive scheme of fencing and landscaping must be achieved, and must specifically include a 3m acoustic and visual barrier along the northern boundary of the site;

• The restoration, treatment and security of the existing site must be fully achieved as an integral element of the development;

• Ecological enhancement measures should be submitted and implemented;

• Lighting details should be submitted;

• KCC must ensure that there is adequate school provision in the area to accommodate any demands created by expanding the Coldharbour site;

• If an amendment is required to the footpath route to the west of the site, this should only be adopted if the amended route would not have an adverse impact on the security of the site;

• KCC should be fully satisfied that all Crime and Disorder issues have been taken into account;

• KCC is asked to consider what opportunities may exist for enhancing, or contributing to, local community facilities.
