RESOLVED: That the Minutes of the proceedings of the Annual Meeting of the Council held on 11 May 2010 be approved as a correct record and signed by the Mayor.
C 10/051 Mayor's Announcements.
The Mayor and her husband received copies of the Bible from Mr Michael Lee of the Tunbridge Wells Branch of Gideon International.

The Mayor advised Members that since the Annual Meeting of Council both she and the Deputy Mayor had attended a wide range of events. She made particular reference to the Junior Open at Poult Wood, Kwik Cricket at Tonbridge School, the Tonbridge Lions 50th Anniversary Carnival and 'It's a Knockout', Tonbridge Pool's Centenary Pool Party, the Try Angle Awards Presentation and a number of Fetes and Carnivals. She had attended the British Heart Foundation's Strawberry Tea, the High Sheriff's Garden Party and the Mayor of Swanley's Cream Tea. She advised Members that she had been particularly moved by events held on Armed Forces Day and at the Seventieth Anniversary of the Battle of Britain.

The Mayor welcomed Members' support at the Maidstone versus Tonbridge and Malling Cricket Match on 14 August; at Poult Wood for the Mauling Cup on 12 September; at her Garden Party on 16 September and at a Murder Mystery Evening at Hadlow Manor on 30 October.

C 10/054 Leader's Announcements.
The Leader congratulated the Mayor and Deputy Mayor on the number of events they had attended since their appointment at Annual Council.

The Leader welcomed the Coalition Government's focus on 'localism' and hoped that this would allow the Council to refocus the services provided within the Borough to those which the community both desired and deserved. He referred to the achievement of 'Excellent' by the Leisure Services Business Unit under the QUEST Awards which demonstrated that the Borough provided the best performing leisure facilities in Kent. He advised that a recent survey of Gateway services in Kent had placed Tonbridge Gateway at the top in terms of customer satisfaction. He commended the Council Tax and Business Rates Service on being placed joint top in Kent (with Canterbury City Council) for the collection of council tax and second highest for the collection of business rates.

The Leader updated Members on progress towards the development of the Older Persons Forum which he hoped would improve the quality and effectiveness of services provided by a number of authorities within the Borough.

He looked forward to the Government's publication of the Bill on Localism later in the year and welcomed removal of the SE Region Partnership Board, the abolition of Comprehensive Area Assessment and the deletion of the South East Plan. Additionally he welcomed the Government's intention to 'freeze' Council Tax.

He indicated that, at this Council's instigation, the Kent authorities had written to the Government seeking a strengthened regime for dealing with retrospective planning applications. He advised that the Director of Planning, Transport and Leisure would arrange a Members' briefing on illegal encampments by travellers.

C 10/063 Appointments to Outside Bodies
The report of the Central Services Director sought consideration of the appointment of a Trustee to the Board of the Tonbridge United Charity as the term of office of Mrs D Goodall had expired and she had indicated that she did not wish to be re-appointed. The Council recorded its thanks to Mrs Goodall for her past service to the Board.

RESOLVED: That Councillor R Lancaster be appointed to serve as a Trustee on the Board of the Tonbridge United Charity.

RESOLVED: That authority be given for the Common Seal of the Council to be affixed to any instrument to give effect to a decision of the Council incorporated into these Minutes and proceedings.
