Councillor Homewood declared a personal and prejudicial interest in Application TM/10/02029/MIN in that he was a personal friend of the applicant. He withdrew from the meeting during consideration of this item.

Councillor D Davis declared a personal and prejudicial interest in Application TM/10/01437/OA in that he was a near neighbour to the application site. He withdrew from the meeting during consideration of this item.

AP3 10/046 Development Control
Decisions were taken on the following applications subject to the pre-requisites, informatives, conditions or reasons for refusal set out in the report of the Director of Planning, Transport and Leisure, or the variations indicated below.

Members of the public addressed the meeting where the required notice had been given and their comments were taken into account by the Committee when determining the application. Speakers are listed under the relevant planning applications shown below.
AP3 10/047 TM/10/02029/MIN - Hermitage Quarry, Hermitage Lane, Aylesford
Proposed westerly extension to Hermitage Quarry (KCC ref: TM/10/TEMP/0025) at Hermitage Quarry, Hermitage Lane, Aylesford.

RESOLVED: That the County Council be advised that

(1) the Borough Council strongly objects to the proposed development for the reason set out in the report; and

(2) if Kent County Council is minded to grant planning permission, the Borough Council recommends that conditions be attached in relation to the following:

1. Ecological measures to be carried out as detailed in the reports attached to the application.
2. Works and restoration to be carried out in accordance with the approved plans.
3. Controls over times of blasting, limits on the daily number of blasts, requirements for monitoring of blasts and ground vibrations.
4. Timings of blasting to be restricted to between 1000 and 1200 or 1300 to 1500 Mondays to Fridays, with no blastings on Saturdays, Sundays, Public or Bank Holidays.
5. Only one blast daily.
6. Controls over the hours of operation of the quarry.
7. Controls to regulate and monitor dust and noise arising as a result of the operation.
8. Controls over the routeing of HGV movements.
9. Site restoration to be undertaken if the quarrying use ceases before all quarrying activities completed.
10. The submission of an archaeological watching brief.

Two storey side extension to form 2 bedroom annexe and new single garage to side at 6 Jerome Road, Larkfield.

RESOLVED: That the application be

APPROVED subject to the amendment of condition 8 to read:

8. Notwithstanding the conditions on the original planning permission for the development of this estate, a panel fence of the same height shall be retained in the position shown on drawing no. 6-JEROME-ROAD-06 Rev.A at all times, unless the Local Planning Authority gives written consent to any variation.
Reason: In the interests of the character and appearance of the area.

RESOLVED: That the application be

REFUSED for the following reason:

1. The proposed development would result in an increase in comings and goings to the site and in the locality generally after 6pm, the nature and frequency of which would be likely to give rise to noise and activity that would be detrimental to the residential amenities of the occupants of the area. For this reason the proposal would be contrary to the aims of Policy CP24 of the Tonbridge and Malling Local Development Framework Core Strategy 2007.

Outline Application: Demolition of existing public house and redevelopment of site with 12 residential units comprising 10 No. 3 bedroomed houses, 1 No. 2 bedroomed house and 1 No. one bedroomed mews flat with associated access and parking facilities at 125 Rochester Road, Burham.

RESOLVED: That the application be

DEFERRED for a Members' site inspection.
