RESOLVED: That the application be REFUSED on the following grounds: (1)The proposal is detrimental to highway safety as it is likely to lead to an intensification of use of the existing access which would create additional hazards to traffic and pedestrians because of its inadequate and limited width and sub standard forward vision at the junction with Basted Lane. RESOLVED: That the application be APPROVED, subject to (1) Addition of conditions: 16. No development shall take place until details and samples of all materials to be used externally have been submitted to and approved by the Local Planning Authority, and the development shall be carried out in accordance with the approved details and shall be retained as approved thereafter. Reason: To ensure that the development does not harm the character and appearance of the existing building or the visual amenity of the locality. 17. No development shall take place until details of measures to be installed at the junction of the site access with Church Lane to improve vehicular and pedestrian safety have been submitted to and approved by the Local Planning Authority, and the work shall be carried out in strict accordance with those details before the building is occupied pursuant to this planning permission and retained thereafter.
