RESOLVED: that the application be

REFUSED for the following reason:-
(1) The Local Planning Authority is not satisfied that the applicant has demonstrated that the proposal adequately meets the functional and financial tests for new residential accommodation for a rural worker in the countryside as set out in Planning Policy Statement 7 (Sustainable Development in Rural Areas) and Policy P6/8 of the Tonbridge and Malling Borough Local Plan 1998.
Reason: The new dwelling is inappropriate development in the Green Belt and harmful to the rural locality, contrary to Policies MGB3, RS5 and ENV1 of the Kent Structure Plan 1996; Policies SS9, HP6 and E1 of the Kent and Medway Structure Plan (Deposit) 2003 and Policies P2/16 and P6/8 of the Tonbridge and Malling Borough Local Plan 1998.

APPROVED subject to
(1) the amendment of Condition 4 to read:
4. No development shall take place until there has been submitted to and approved by the Local Planning Authority a detailed landscaping and woodland management scheme encompassing both the application site and the applicant's land to the northwest of the application site. All planting, seeding and turfing comprised in the approved scheme shall be implemented during the first planting season following occupation of the buildings or the completion of the development, whichever is the earlier. Any trees or shrubs removed, dying, being seriously damaged or diseased within 10 years of planting shall be replaced in the next planting season with trees or shrubs of similar size and species, unless the Authority gives written consent to any variation.
Reason: Pursuant to Section 197 of the Town and Country Planning Act 1990 and to protect and enhance the appearance and character of the site and locality.
