Calculation of Costs and Terms for Early Retirement |
The joint report of the Director of Finance and Central Services Director put forward a proposal to update the Council's formula for calculating the costs of early retirement together with a revision to the terms for early retirement set out in the Employment Stability Policy. In particular issues surrounding decisions on service augmentation were addressed. It was noted that staff representatives and the District Auditor had been consulted on the proposals, neither had raised objections and the latter had commended the approach as adding transparency to the early retirement process. RECOMMENDED: That (1) the new formula set out in paragraphs 1.2.4 and 1.2.5 of the report be adopted; (2) section 6 of the Employment Stability Policy be redrafted on the basis set out in paragraph 1.8.1 of the report; and (3) in order to update the Employment Stability Policy fully, references in it to the Policy and Resources Committee and Personnel and Performance Review Sub-Committee be replaced by the General Purposes Committee; references to the Chairmen of the Personnel and Performance Review Sub-Committee and the Finance and General Purposes Sub-Committee be replaced by the Chairman of the General Purposes Committee and the Cabinet Member for Resources and Capital Projects; and references to the Personnel Manager be replaced by the Central Services Director. *Referred to Council |
