Proposal to Form a Joint Local Board |
Consideration was given to the joint report of the Leader and Chief Executive which gave details of a proposal to form a Joint Local Board comprising both County and Borough Members for a pilot period of one year. It was noted that the concept was similar to the existing Joint Transportation Board arrangements but the new Local Board would operate alongside and not replace the former. Terms of reference for the Joint Local Board during the pilot period were set out at Annex 1 to the report. Members were advised that the new Joint Local Board would replace the existing KCC Local Board for the area which had been the source of some confusion. The proposed membership was discussed including a suggestion that substitute arrangements be investigated. RECOMMENDED: That (1) the Council agrees to participate in a pilot arrangement for a Joint Local Board; (2) the Joint Local Board should come into existence following the May 2007 Borough Council elections; and (3) the Borough Council's representation on the Joint Local Board be determined at the Annual Council meeting in 2007 and in accordance with the normal rules concerning political balance. *Referred to Council |
