The Chief Executive presented details of a proposed revision to the organisational structure of the Council which would come into effect from 1 January 2007 following the retirement of the current Director of Leisure.

He advised Members that the proposed changes provided an opportunity to utilise the existing synergy between the Leisure and Planning and Transportation services as well as an organisational structure which would deliver integrated, co-ordinated and cost effective services enabling worthwhile savings for the council tax payers.

Members commended the Director of Leisure for the commitment, dedication and ability he had demonstrated during his service to the Authority which had transformed a 'discretionary' service into a core service to the community and had inspired both confidence and support amongst all Members.

RECOMMENDED: That

(1) the proposed restructure of Leisure within Planning and Transportation Services be agreed with effect from 1 January 2007. The contract of the Director of Leisure be terminated with effect from 1 January 2007 on the grounds of the interests of the efficiency of the service and, in accordance with the Local Government Pension Regulations, he commence receipt of his pension from that date and, for the reasons set out in paragraph 1.2.2 of the report, his pensionable service should be augmented by 6 years and 196 days;

(2) the designation of Director of Planning and Transportation be changed to Director of Planning, Transport and Leisure;

(3) the post of Chief Leisure Officer (Post No DG0 002) be regraded from M5 to M3 with effect from 1 January 2007;

(4) the post of Senior Leisure Services Officer (Outdoor) (Post No DG0 106) be regraded from M8 to M7 and be redesignated Leisure Services Manager (Outdoor) with effect from 1 January 2007; and

(5) the new post of Leisure Services Manager (Development) be established at M8 with effect from 1 January 2007.
